People in Need (PIN) was established in 1992 by a group of Czech war correspondents who were no longer satisfied with merely relaying information about ongoing conflicts and began sending out aid. It gradually became established as a professional humanitarian organization striving to provide aid in troubled regions and support adherence to human rights around the world. 

People in Need is a Czech non-governmental organization providing relief and development assistance while working to defend human rights and democratic freedoms in over 40 countries around the world. Throughout the 30 years of its existence, People in Need has become one of the biggest non-profit organizations in Central Europe. In addition to humanitarian aid and human rights, it now also targets education and helps people living in social exclusion.

PIN has been operating in Cambodia since 2008 providing development and emergency assistance in rural and urban areas, specifically in three main sectors: environmentally friendly market development for improved livelihoods, climate resilience and disaster risk reduction, as well as inclusive employment.

Objectives and Scope of the Consultancy

The main objective of the consultancy is to support PIN in analyzing the performance and impact assessment of Twenty (20) demonstration sites on climate-resilience practices (CRPs) for cashew and pepper value chains across project’s target provinces: Kampong Thom, Kratie, Kampot, and Tboung Khmum. The consultant will evaluate the practices and identify the Five (05) best performance practices for deep dive research. Shortlisting will be conducted in collaboration with the funding agency, project technical specia lists, lead farmers, and key stakeholders. To achieve these objectives, the consultant will be undertaking the following tasks (Please see the attached ToR for further details).

  • Qualification requirements
  • Research institutions or universities are strongly encouraged to apply. The assessment also highly encourages joined application of two or more research institutions/universities for the complementary skillsets, expertise, and experience.
  • The following qualifications are expected from the consulting team (and highly required from team leader):
  • Advanced degree in agriculture, climate change, rural development, or related field.
  • Proven experience in agricultural assessments and research, particularly in climate-resilient practices
  • Strong knowledge of cashew and pepper value chains
  • Demonstration of strong project management and implementation
  • Excellent analytical, writing, and communication skills
  • Fluency in English (both speaking and writing)
  • Evaluation criteria
  • Technical quality: 60% (understanding of the TOR, proposed methodology, relevant experience of the firm/and or key experts in the similar assignment, workplan/realistic implementation schedule & allocation of personnel and resources)
  • Financial proposal: 40% (must clearly shall include detailed breakdown of professional fees and project related logistics/operational costs of the consultancy. If applicable, proposal must be tax inclusive (VAT or subject to withholding tax).
