Kirirom Food Production (K.F.P) Co., Ltd and the Dutch Fund for Climate and Development (DFCD) are partnering to scale its farmer support program vis-à-vis strengthening of climate resilience, improving farm management, boosting productivity and sustainability for the Cambodian smallholder farmers, as well as managing waste from the production of dried mangoes.

About the DFCD

The DFCD enables private sector investment in projects aimed at climate adaptation and mitigation in developing countries. The DFCD, managed by a consortium comprising Climate Fund Managers (CFM), World Wide Fund for Nature the Netherlands (WWF-NL), and SNV Netherlands Development Organisation (SNV), and led by the Dutch Entrepreneurial Development Bank (FMO), offers finance and technical assistance to unlock and scale private sector investment in climate-resilient development through two stages: “origination” and “investment”.

The Origination Facility (OF), jointly managed by SNV and WWF, identifies investment opportunities that advance climate change adaptation, biodiversity conservation, and sustainable, inclusive development. These opportunities also deliver co-benefits such as environmental protection, poverty reduction, and gender equality. The OF works with private sector partners to further develop these investments by providing technical assistance for project design, feasibility assessments, piloting, and other de-risking activities, enabling projects to mature and qualify for potential DFCD investment.

In Cambodia, DFCD has identified an opportunity to support KFP in scaling a climate-resilient, circular mango processing and cutting post-harvest losses for smallholder farmers whilst turning the waste from production to valuable resources.

Consultancy Objective

The overall objective of this assignment is to conduct a comprehensive assessment of the mango industry in Cambodia across the entire value chain in order to understand project risks and opportunities based on the market system enabling factors or constraints.

  • It will ensure alignment of the investment plan with national strategies and latest economic, market and climatic data.
  • The consultant is expected to formulate strategic and actionable recommendations for key stakeholders, especially smallholder farmers and the company’s long-term business strategy.
  • The assignment will be used to inform several subsequent project decisions and provide a baseline for understanding the specific context of mango producers

The assignment will be underpinned by a comprehensive value-chain assessment of the mango production and processing industry across the entire value chain. This is expected to be the first activity of the assignment and should cover from planting and harvesting of fresh mangoes, to processing (dried mango, juice, and syrup), market development (domestic and international), and sustainable waste management solutions. This value chain assessment will improve the project stakeholders’ knowledge of the different actors and process in the supply chain. It will provide the contextual knowledge form which to design a socio-economic survey of mango farmers and deeper analysis of critical parts of the broader market system influencing different parts of the value chain, including issues relating to production, climate change, regulation and trade, and waste.

Submission Requirements

Interested consultants/firms are required to submit a technical and financial proposal, including a detailed budget and workplan, demonstrating relevant qualifications and experience, and including the CVs of key project personnel. 2 examples pf previous value chain analysis or market systems analysis should be provided.

The consultants/firms must demonstrate:

  1. Strong verbal and written communication skills in English and Khmer.
  2. Demonstrated ability to conduct farmer survey in Cambodia.

Associated Costs:

The proposal should include all necessary travels, and all costs associated such the travel, in the financial proposal.
