Announcement Description

Cooperation Committee for Cambodia (CCC) is the longest and largest membership-based organization with around 200 members both Domestic and Foreign NGOs (DNGOs and FNGOs) working on various development sectors. CCC has been playing unique roles as the monitor, Coordinator, and Advocate to realize the enabling environment for Civil Society Organizations (CSOs) and sustained CSOs Resource Hub at the national and sub-national levels. Within the five years of the “Governance Hub Program (GHP)” for 2024–2028, CCC delivers its mission and mandate to impacts the program’s outcome through: 1) Partnership and collaboration for advocacy and monitoring among different actors at the national and sub-national levels, 2) Voice and representation of CSO networks are strengthened, 3) CSO resource hub at the national and sub-national levels is functional and responded to the needs of CSOs.

The Civil Peace Service (CPS) project of CCC, which began in 2022, aims to enhance the capacity of CSOs in the areas of peacebuilding and conflict resolution, as well as foster collaboration among CSOs engaged in peace and conflict-sensitive initiatives or providing training to support peacebuilders. The Civil Peace Service (CPS) is a program for violence prevention and peacebuilding in crisis, conflict, and post-conflict regions. It works for a world in which conflicts are resolved without violence. Since 2022, CCC has implemented the Civil Peace Service (CPS) project to enhance the capacity of civil society organizations (CSOs) in the fields of peacebuilding and conflict transformation. A key component of this project is the Working Group for Peacebuilding, established in 2023 as a platform for collaborative learning, dialogue, and strategic action among Cambodian CSOs engaged in peace-related work.

Summary

Objective:

The objective of this consultancy is to deliver a three-day training on the Reflecting on Peace Practice (RPP) tool to strengthen the analytical and strategic capacities of CPS Working Group members and/or staff from their respective organizations. The training aims to enhance participants’ understanding and practical application of RPP concepts and tools, support the assessment of ongoing peacebuilding interventions, and promote collaboration among CPS actors to improve the design, implementation, and evaluation of more effective and impactful peacebuilding initiatives.

Participants:

Participants will be CPS Working Group members from local and international organizations working in peacebuilding (mostly Cambodian), and/or their organizational representatives.

Roles and responsibilities:

The consultant will moderate the process of the workshop and facilitate the learning experiences among the participants as well as reporting of the event. The consultant will:

  • Develop the session plan, slide presentation, and hand-outs through the consultation with CPS Specialist
  • Prepare the related case studies on Reflecting on Peace Practice which the case studies mostly related to Cambodia/NGOs Cambodia context
  • Facilitate interactive workshops, case studies, and Reflecting exercises Successful training sessions with active participant engagement especially to propose the critical questions for Reflecting and learning
  • Produce the training report with recommendations

Methodology:

The consultant may propose his/her own methodology for the training and consult with the CPS specialist of CCC.

Timeline:

This consultancy service is expected to be carried out on 28th to 30th April 2026 in Phnom Penh.

Eligibility

  • The consultant/organization should have:
  • Experience to work on peacebuilding, Do No Harm, conflict sensitivity, and conflict transformation at least 7 years in Cambodia.
  • Experience either to provide training on RPP tool or to apply RPP tool in the organization
  • Experience leading several organizations either domestic or foreign NGOs to develop the peacebuilding strategy.
  • Experience in working within and networking with NGO in Cambodia.
  • Expanded knowledge and experience of peacebuilding work of Brot für die Welt, CCC, or other related in CSO field
  • Experience in conducting workshops and developing methodologies related to learning processes, teamwork, network building, and diversity moderation experience.
  • Experience to develop the curriculum/lesson plan on peacebuilding.
  • Experience working participatory with multiple stakeholders and addressing competing needs.
  • Maintain and apply a peace-oriented attitude in analysis and communication during the training

The EOI should include: proposed clear practical methodology; budget; proposed relevant documents, detailed timeframe; and demonstrate how the applicant addresses the selection criteria. Applicants should also include a copy of their CV or team members’ CVs.

Note: Shortlisted candidates may be invited for a brief interview or discussion on training methodology before final selection.
