The General Secretariat of the National Council for Sustainable Development (GSSD), particularly the Department of Biodiversity (DBD) financially supported by the Embassy of Sweden and UNDP Cambodia is implementing a project entitled “Building an Enabling Environment for Sustainable Development (BESD)”.

The project aims to attain the following three outputs:

Output 1: CBNRM institutions strengthened and financial resources mobilized for sustainable NRM

Output 2: Waste reduced, recycled and reused through application of circular economy models

Output 3: Improved access to clean, affordable, and sustainable energy for the rural poor

One of the main project objectives is to improve natural resources management through operationalizing payments for ecosystem services (PES) in output 1.

In order to advance PES work, the RGC selected Phnom Kulen National Park (PKNP) and Kbal Chhay Multiple Use Area (KCMUA) as pilot sites for the implementation of PES (see Sor Chor Nor No. 1119 by the Council Ministers). The PKNP was established in 1993 by the Royal Decree of King Norodom Sihanouk and the total area of this park is 37, 500 ha in Siem Reap province. The KCMUA was established in 2016 by the last Sub-decree of the Prime Minister with the total area of 5,520 ha in Sihanouk province. These two areas have several services provided by the forest ecosystems: natural freshwater supply network, view landscape scenery, forest cover and vegetation, wildlife and its habitats, historic-cultural values and park and tourism facilities. Despite these important services, an array of threats (e.g. increased forestland encroachment and substantial groundwater exploitation) have been reported. Thus, there is an urgent need to design the PES operation scheme and mechanism for the two areas.

Expectations - Duties, Responsibilities
  • Conduct Willingness to Pay (WTP) surveys in Preah Sihanouk province and update WTP survey in Siem Reap and identify PES likes fee collection mechanism
  • Design and conduct WTP surveys in Preah Sihanouk province
  • Review existing WTP report to identify gap and ways to update the survey in Siem Reap province
  • Update the WTP survey questionnaire by including proposed fund management mechanism, payment/contribution modality (or payment vehicle) and fund disbursement preferred by ecosystem services users and key stakeholders)
  • Conduct the WTP surveys with at least 30 hotels, 5 water use and supply companies, 30 tour agencies, in each pilot site in Siem Reap and Preah Sihanouk provinces.
  • Identify the roles and responsibilities of ecosystem services buyers and services providers
  • List down (stakeholder mapping) the services providers, services buyers and beneficiaries in PKNP and KCMUA
  • Develop the roles and responsibilities of ecosystem services providers and services buyers
  • Develop the term of reference (ToR) for PES procedure at provincial level including the way of negotiation with buyers and providers, information to be collected and rate to be negotiation
  • Develop the freshwater monitoring procedure and framework for PKNP and KCMUA
  • Draft the guideline and data template to water monitoring
  • Proposed a monitoring structure (e.g. national, sub-national and project site levels) for ecosystem services (freshwater) monitoring in PKNP and KCMUA
  • Identify key drivers of ecosystem services change and define target interventions or measures to improve the ecosystem services in PKNP and KCMUA
  • Provide training to rangers or relevant stakeholders on ecosystem ground based data collection, mapping, reporting and monitoring
  • Daft PES lesson learns and policy recommendations for national PES policy development
  • Draft PES lesson learn/case study on PES in KCMUA and PKNP
  • Draft policy recommendations based on the PES schemes development for PKNP and KCUMA
  • Organize a national consultation workshop/meeting to present the policy recommendations to relevant key stakeholders and gathering their feedbacks and comments
Requirements - Skills, Qualifications, Experience
  • Education:
  • At minimum, a master’s degree or equivalent in biology, geography, hydrology, biodiversity conservation, natural resources management, environmental policy or a related field
  • Experience:
  • At least, 5 years of experience with NRM and private investment in protected areas and biodiversity conservation;
  • Experience in developing public instruments in the field of natural resources management, to promote investment will be an advantage;
  • Excellent, research based financial and knowledge/experience of ecosystem services valuations would be an asset; and
  • Experience in liaising with stakeholders including government and private sector.
  • Strong writing and drafting skills.
  • Competencies:
  • Excellent communication and interpersonal skills;
  • Strong analytical skills and exceptional ability in communication and networking, negotiations and writing; and
  • Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
  • Language Requirements:
  • Very good command of Khmer and English (spoken and written)
