Equitable Cambodia (EC) is a Cambodian Non-Government organization working to promote equitable development and the progressive realization of human rights in Cambodia through research, evidence-based advocacy, community empowerment and organizing. Equitable Cambodia was registered by the Ministry of Interior as a Cambodian national non-governmental organization in 2012.

The EC’s is currently looking for a qualified candidate to fulfill the position of Consultancy for Project Evaluation: Protecting the Environment and At-Risk Communities in Cambodia (PEACH, KHM 1064-22). The PEACH project is implemented by EC in close collaboration with Deutsche Welthungerhilfe (WHH). WHH acts as the contracting and funding partner, managing and disbursing project funds to EC. The PEACH project January 2023 – December 2025, implemented in Preah Vihear, Mondulkiri, and Ratanakiri provinces, aims to strengthen the resilience of at-risk households, support sustainable community development, and promote responsible management of natural resources.

Project Name: Protecting the Environment and At-Risk Communities from Harm (PEACH)

Temporal Scope: January 2023 – December 2025

Geographic Scope: Three provinces in Cambodia - Preah Vihear, Mondulkiri, and Ratanakiri where project activities have been implemented.

Participant and Stakeholder Scope: The evaluation will primarily focus on target communities affected by large-scale commercial agriculture and mining concessions in the three provinces. This includes Indigenous and rural communities, community representatives, and youth activists engaged through the project. Additional stakeholders, such as local authorities, partner NGOs, and private sector actors, will also be consulted to provide complementary perspectives.

If feasible at the given point in time, field visits should be conducted in selected project areas to triangulate data and validate findings through direct engagement with beneficiaries and stakeholders.

Deliverables: The Consultant is expected to provide the following deliverables:

  • Inception Report, Sensemaking Session, Draft Evaluation Report, Executive Summary, Final Evaluation Report, Evaluation Brief (2-pager), Management Response Matrix – A matrix with actionable recommendations, to be prepared in line with the WHH evaluation standard template, to ensure systematic follow-up on agreed actions. Presentation of Findings – A final presentation of the evaluation’s key results and recommendations to EC staff, partners, and other relevant stakeholders.
  • All deliverables are to be submitted in English.

Timeline: The evaluation is expected to be conducted over 4 weeks, commencing immediately after contracting. The application should include a proposed workplan and timeline outlining key phases of the evaluation process. A detailed timeline will be agreed upon at contract signing. The final evaluation report is expected by the end of December 2025. Minor flexibility in submission may be considered, depending on field conditions and data availability.

Skills & Knowledge:
General & Technical Skills
  • Proven experience in project evaluation, preferably in environment, community development, or resilience programming
  • Knowledge of Cambodia’s community development context and understanding of the political, social, and environmental landscape
  • Demonstrated experience with relevant evaluation methods, including qualitative and quantitative data collection and analysis
  • Strong analytical and report-writing skills in English and Khmer
  • Experience working with Indigenous communities and, ideally, knowledge of Indigenous languages (Krueng, Kachok, Jarai, Tompoun)
  • Ability to work collaboratively and communicate effectively with diverse stakeholders, including local communities, civil society organizations, and authorities.
