World Vision International in Cambodia (WVI-C) is a Christian relief, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. WVI-C works closely with various ministries, local partners and the community to ensure all children across the country have the opportunity to live life in all its fullness. In Cambodia, approximately 1.5 million children benefit from World Vision’s work each year. Committing to improving the lives of Cambodia’s most vulnerable children, WVI-C works through a transformational development approach with communities, Government, faith leaders and partners to catalyze sustainable outcomes through long-term programs designed to address the root causes of poverty and ensure child well-being. WVI-C implements three core technical programs, namely Integrated Nutrition (Health, Nutrition, WASH and Livelihood), Education and Child Protection and Participation to achieve this goal.

Project Background and Purpose (Key Highlights 100 words only)

Background:

World Vision International in Cambodia’s Country Strategy FY23-FY27 aims to achieve sustainable well-being for 5 million girls and boys, particularly the most vulnerable ones. There are ten strategic objectives to contribute to the strategic goal. One of the ten strategic objectives is to enhance integrated monitoring systems, externally-focused research and publication capacity, and innovative programme approaches.

Since the Learning through Evaluation with Accountability and Planning 3 (LEAP 3) approach was introduced and fully adopted by WVI-C in 2018, there have been no post evaluation assessments of Area Programmes (APs) once WVI-C has exited.

Bid Components

Consultancy for Post-Programme Evaluation

Objectives:

The key objectives of the consultancy are to:

Sustainable Impact:

Assess the extent to which WVI-C’s programmes had a sustainable impact on children, their families and communities in the Area Programme

Sustainable systems:

Identify approaches and enablers that resulted in programmes/activities continuing in some form after WVI-C left the area showing sustainability of service provision for future generations of children, their families and their communities.

Consultancy Requirements:

The Consultant should have minimum qualifications and required experience as follows:

  • Degree in social science or other related skills.
  • The consultant shall have at least 5 years’ experiences in leading evaluation of project/programme in Cambodia context including quantitative and qualitative data collection.
  • Knowledge in multi sectors including Education, Livelihood, Health and Nutrition, Child Protection and WASH.
  • Previous experience with non-government organizations that have a transformational development approach through participatory methods would be advantageous.
  • Written and verbal communication skills in Khmer and English.

  • Police clearance (It’s to be submitted after being selected as successful applicant and BEFORE signing the contract with World Vision)

As a child focus organization, we WILL NOT hire a person/firm who was convicted for any crime especially the crime against children. It’s applicant’s responsibility to provide such letter and therefore we would recommend you to get it done during your proposal submission. Failure to submit this letter will result in delay to sign contract or withdraw our offer)
