Consultancy for Parliamentary Liaison and Coordinator

Position Summary

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, the Parliamentary Liaison and Coordinator will serve as PCAsia’s point of operational communication with designated parliamentary contacts. The consultant will support coordination of agendas, logistics, follow-up actions, and information flow related to PCAsia’s parliamentary activities during the consultancy period.

DELIVERABLES

  • Participation in regular coordination meetings with PCAsia
  • Timely and accurate meeting notes and coordination summaries
  • Smooth facilitation of communication with parliamentary counterparts
  • Data and input related to end-of-project summary report with recommended next steps

TIMELINE: 15 December 2025 – 15 July 2026 (7 months)

Duties & Responsibilities:
  • Parliamentary Liaison and Coordination
  • Maintain regular communication with parliamentary focal points, including designated offices and committees
  • Coordinate meeting requests, schedules, agendas, and follow-up actions
  • Facilitate smooth information flow between PCAsia and parliamentary counterparts
  • Ensure timely circulation of documents, briefs, meeting notes, and updates
  • Support preparation of staff and MPs’ participation in PCAsia activities, workshops, or consultations
  • Support to PCAsia Activities in Indonesia and AIPA
  • Coordinate logistics, communication, and scheduling related to PCAsia’s parliamentary engagements
  • Assist in planning and coordination for parliamentary participation in project-related trainings, workshops and consultations
  • Liaise with parliamentary officials regarding participation, contributions, information exchange, or follow-up items
  • Track progress of planned parliamentary inputs and identify points requiring PCAsia attention
  • Documentation and Reporting
  • Prepare short coordination summaries and meeting notes as required
  • Document key decisions, follow-up commitments, and pending issues
  • Maintain updated records of parliamentary contacts, communications, and activity timelines
Expected Profile of Candidates
Languages:
  • English - Fluent
Work History:
  • Experience in parliamentary coordination, public-sector liaison, or project coordination for 3 to 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Proven ability to communicate professionally with parliamentary or government institutions
  • Experience in organising meetings, managing schedules, and supporting multi-stakeholder processes
  • Knowledge of ASEAN parliamentary contexts is an advantage
Soft Skills
  • Strong interpersonal and cross-cultural communication skills
  • Ability to work independently, meet deadlines, and produce clear documentation
  • Strong English communication skills; knowledge of Lao language is a strong asset
 
 

Gender Specialist

Position Summary

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, the Gender Specialist will design and deliver the gender component of Activity 3.1. This includes developing training content, practical exercises, and applied tools to help parliamentary staff (Institute of Legislative Studies and Provincial People’s Assemblies) identify, analyse, and communicate gender dimensions within policy topics relevant to parliamentary work.

The Gender Specialist will work in close coordination with the other trainer responsible for Briefing Note Fundamentals (structure, purpose, evidence use and drafting standards). Together they will ensure that the combined training forms a coherent sequence — from foundational briefing note skills to the effective integration of gender perspectives.

Deliverables

  • Training Plan & Materials – slides, exercises, guidance note, templates (submitted 1 week before training)
  • 3-day Gender Integration Module delivered in Vientiane
  • 4 days of coaching support for participants’ briefing notes (June 2026)
  • Submit a concise Activity Report (2–3 pages)

Timeline

The consultancy will consist of 15 working days structured as follows:

  • Preparation & Coordination – 8 working days (1–2 weeks before training)
  • Review materials, prepare session plans, exercises, and the Guidance Note
  • Coordinate with PCAsia and integrate feedback on training content
  • Training Delivery – 3 working days (Feb 2026)
  • Deliver the full 3-day module on integrating gender perspectives into briefing notes
  • Facilitate exercises and applied drafting practice
  • Coaching Support – 4 working days (June 2026)
  • Provide four days of remote or in-person coaching on participants’ draft briefing notes
  • Reporting
  • Submit the Activity Report within one week after the training/coaching period
Duties & Responsibilities:
  • Training Design and Preparation (online - 8 days) (January)
  • Develop a training plan for a 3-day training during Week 2 of Activity 3.1 focusing on integrating gender perspectives into 2-3 page briefing notes
  • Adapt gender analysis methods to the Lao parliamentary context, including examples relevant to committees, constituency issues, and local governance
  • Prepare training materials, sample briefing note sections, and templates for gender-responsive analysis
  • Coordinate with PCAsia to ensure alignment with the overall training (Week 1 briefing note fundamentals)
  • Training Delivery – “Integrating Gender Perspectives” (in person in Laos – 3 days) (February)
  • In Vientiane, deliver interactive sessions on:
  • Key gender concepts for parliamentary analysis
  • Identifying gender-differentiated impacts in policy proposals
  • Using sex-disaggregated data and qualitative evidence
  • Presenting gender considerations concisely for MPs’ decision-making
  • Facilitate practical exercises where staff analyse real parliamentary topics and integrate gender components into briefing note sections
  • Technical Guidance and Quality Assurance (online – 4 days) (June)
  • Provide coaching and peer-review feedback to participants during their briefing note assignments
  • In coordination with the Briefing Note Fundamentals trainer, provide expert advice to ensure gender perspectives are accurately and consistently integrated into participants’ draft briefing notes
  • Offer targeted guidance to both ILS and PPA participants
  • Draft a short guidance note summarising recommended approaches and examples for future use by staff

  • Master's Degree in gender studies, public policy, social sciences, or related field
Work History:
  • Experience in gender analysis, gender-responsive policy development, or parliamentary/government advisory roles for 5 years as a minimum

Position Summary

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, the Trainer on Briefing Note Fundamentals will design and deliver the Week 1 component of Activity 3.1. The trainer will develop practical training content, exercises, templates, and coaching approaches that enable ILS and PPA staff to produce concise, policy-relevant briefing notes for MPs.

The trainer will work closely with PCAsia staff and coordinate with the Gender Specialist responsible for Week 2, ensuring a coherent two-week sequence. The trainer will additionally provide advisory support during Week 2 to help ensure that the gender-integration content is contextually appropriate for the Lao National Assembly.

DELIVERABLES

  • Participation in preparatory coordination meetings with PCAsia
  • Training Plan & Materials – slides, exercises, templates
  • 5-day Briefing Note Fundamentals Module delivered during Week 1 of Activity 3.1
  • Advisory support and coordination provided to the Gender Specialist to ensure Lao NA contextual relevance
  • Draft Briefing Notes Produced by Trainees –

  • Arrange 2 brief check-in meetings over Zoom with trainees to advise on any challenges faced by trainees conducting preliminary research for their briefing notes
  • During the drafting stage, offer expert feedback and coaching on participants’ draft briefing note components
  • Provide practical recommendations for improving clarity, structure, and use of evidence
  • Coordinate with the Gender Specialist and PCAsia to ensure the effective integration of gender perspectives in each briefing note
  • Advise on any context-specific adjustments needed to strengthen the relevance of gender-integrated briefing notes for use in the Lao National Assembly

  • Demonstrated experience training or mentoring parliamentary staff
  • Knowledge of Southeast Asian parliamentary systems is an asset
Soft Skills
  • Strong English writing and communication skills (Lao language ability is an asset)
  • Strong interpersonal skills and ability to work collaboratively with PCAsia
