Announcement Description

Welthungerhilfe (WHH), formerly known as German Agro Action (GAA), is a German-based, non-profit, non-aligned international NGO that aspires to see a world without hunger and poverty, working in Cambodia since 2003.

In the context of the BMZ-funded project "Empowering Youth and Tackling Climate Change in Southeast Asia," Welthungerhilfe has established the YEP Academy Co., Ltd.

YEP Academy Co. Ltd. is registered as a Cambodian company and will operate as such, offering outdoor, nature, and educational services in the region (Cambodia, Thailand, Vietnam, Nepal). See website.

In order to ensure the sustainability of the project results and international quality recognition, the final evaluation will be expanded: In addition to a (light) effectiveness/transfer test, the scope of services includes the preparation and implementation of ISO certification. The main objective is to obtain an ISO 9001:2015 certificate for YEP Academy Co., Ltd. in Cambodia. In addition, mapping and – if realistic within the budget/time frame – an integrated audit according to ISO 21001 or ISO 29993 is desirable.

Summary

Objectives and expected use of results

  • Primary objective (must-have):
  • ISO 9001:2015 certificate (Cambodia / legal entity YEP Academy Co., Ltd.) after successful completion of the certification audit.
  • Secondary objectives (nice-to-have, budget-dependent):
  • ISO 21001 OR ISO 29993: Mapping (gap check and roadmap) as a basis for later certification.
  • Optional: integrated audit (combined) and certification according to ISO 21001 or ISO 29993, provided that the certification body offers this and the costs remain within the budget/time frame.
  • Evaluation goal (light):
  • Brief proof of impact and transfer (DAC criteria including coherence) as a compact final report, mainly based on existing data and fewer remote interviews/surveys.
  • Users:
  • YEP management & team (governance, process control, scaling).
  • BMZ/stakeholders (concise proof that the expansion of the final evaluation was implemented in a manner relevant to the objectives).
  • Future clients/partners (international quality recognition).

Eligibility

  • Roles, team profile, and independence
  • Minimum profile of contractor (lead)
  • Proven ISO 9001 experience (audit preparation, QMS readiness, evidence/records).
  • Experience in the field of education/learning performance (training, outdoor, non-formal education) and ideally ISO 21001/ISO 29993.
  • Experience with remote audit/ICT setups (document review, remote interviews, secure storage).
  • Writing skills: clear, donor-friendly short reports (evaluation light).
  • Independence/compliance
  • Certification audit and certificate issuance exclusively by an independent, accredited certification body (CB).
  • The lead provider may coordinate the CB, but must not compromise the independence of the certification decision.
  • Conflicts of interest must be disclosed (COI disclosure).

Submission Requirements

Bid requirements and selection process

Documents to be submitted (bid)

  • Technical proposal (max. 8 pages): Understanding, approach per AP, schedule, risk assumptions, remote design, team.
  • CVs of key personnel (ISO Lead, Auditor/Readiness, Evaluation light).
  • References (at least 2) in comparable organizations/services.
  • Proof/specification of the intended certification body (CB) including accreditation status and preliminary audit daily rate.
  • Financial offer with breakdown in accordance with Chapter 8; confirmation of budget ceiling of EUR 14,000.

Evaluation criteria

  • Technical quality & feasibility (70%): Methodology, audit readiness approach, remote design, schedule, risk/CAPA logic.
  • Price (30%): Total costs and transparency of calculation within budget cap.
  • K.O. criteria: Budget ceiling exceeded; missing/unclear CB accreditation; inability to schedule Stage 1/2; no proof of ISO 9001 competence.
