Announcement Description

DanChurchAid (DCA) has been supporting programming in Cambodia since 1979, having opened office country 1997. DCA currently supports 24 local partners, whose interventions contribute to DCA’s thematic global goals, viz., “Save Live”, “Build Resilient Communities”, and “Fight Extreme Inequality”. The current Country Programme covers a four-year timeframe from 2023 to 2026, and DCA Cambodia is implementing it as a single programme center around a Theory of Change (ToC), which was developed with local partners’ input.

The Country Programme has a strong focus on realizing change through empowerment of individuals and communities. The basis of the programme theory of change is that economic empowerment is a starting point of civic engagement; hence the programme tries to address livelihood improvement for all communities included in its projects. DCA is a rights-based organisation, which underpins the Cambodia country programme approach, with the belief that respect for human rights is a prerequisite for sustainable development. In all its work, DCA places a high value on partnership and innovation.

DCA is committed to strengthening organizational systems and institutional capacity among its local partners to ensure effective, accountable, and sustainable programme implementation. As part of this commitment, DCA seeks to engage a qualified consultant to support the development and/or revision of Human Resources (HR) policies and procedures and to provide practical Human Resources Management training for local partner organisations.

The consultancy aims to ensure that two local partners have updated, context-appropriate, legally compliant, and practical HR policies and systems that promote effective workforce management, safeguarding, diversity and inclusion, staff wellbeing, and organizational accountability.

Summary

Objectives

The purpose of this consultancy is to:

  • Review and strengthen existing HR policies, procedures, and related documentation of local partner organisations;
  • Develop or revise comprehensive HR policy manuals aligned with applicable Cambodian labour and social security laws, required donor rule and regulations, and organisational best practices;
  • Build the capacity of two local partner staff and management through Human Resource Management training and practical guidance;
  • Support two local partners in applying for improved HR systems and practices.

Scope of Service and Key Deliverable

The consultant will undertake, but not necessarily be limited to, the following tasks:

  • Review and Development of Two-Local Partner HR Policies
  • Human Resources Management Training

Timeframe and Duration

The consultancy is expected to be conducted over a period of 7 months between August 2026 and February 2027.

Duty Station / Location

The consultancy will be conducted in Cambodia, with possible travel to one partner office in Ratanakiri province and/or virtual engagement as required.

Eligibility

  • The consultant should possess the following qualifications:
  • Advanced degree or professional certification in Human Resources Management, Organizational Development, Business Administration, Law, or related field;
  • Minimum 5–7 years of demonstrated experience in HR policy development and HR systems strengthening;
  • Proven experience delivering HR management training and capacity-building programmes;
  • Knowledge of Cambodian labor and social security laws regulations and NGOs operational contexts;
  • Experience working with local NGOs, civil society organizations, or development partners;
  • Strong facilitation, communication, and report-writing skills;
  • Excellent command of Khmer and English.

Submission Requirements

Interested applicants are invited to submit a proposal of no more than 10 pages, clearly demonstrating how the consultant(s) meet the stated criteria. The proposal should include:

  • Technical proposal outlining methodology and approach;
  • Financial proposal with detailed budget; inclusive of all applicable taxes, to cover the full scope of work as outlined in the Terms of Reference (TOR)
  • Updated CV(s);
  • At least two professional references.
