The United Nations convened a Food Systems Summit in 2021 which developed actions to deliver on all 17 SDGs, anchored on healthier sustainable and equitable food systems. Cambodia has made good progress in contextualizing the food systems to the country-specific strategy. The government’s vision is stated as “By 2030, all Cambodians will have access to healthy diets and safe food, with an initial focus on women and children, to break the intergenerational cycle of malnutrition and address the nutrition transition. Food systems will nourish Cambodia’s population, strengthen local production and distribution, generate domestic and international opportunities for trade and enterprise, offer equitable livelihoods especially for youth, be resilient to vulnerabilities, shocks and stresses, steward the environment, and help mitigate and adapt to climate change by shifting the food system towards green growth.”

SNV’s and Helen Keller International’s mission, strategy, experience, and expertise align well with these priorities. A strategic analysis of the food systems in Cambodia, with specific focus on priorities mentioned above, will inform SNV and Helen Keller to further develop strategies considering the identified leverage points to foster change that impact positively the transformation of the food system in Cambodia considering the global goals of access to healthy diets for all, decent livelihoods, and environmental safeguarding.

Consultancy for for Strategic Analysis and Positioning on Food Systems

Position Summary

Overall objective

To create a strategic country positioning and develop strategies to improve the Cambodian food system based on a systemic understanding of the main challenges, actors and their roles, trends, drivers, and key activities which shape food system outcomes, and translating these to leverage points and intervention strategies. For this specific study we will focus on Preah Vihear and Kampong Chhnang as target provinces and their links to other markets, which may then form the basis of similar analysis in other provinces of Cambodia.

Scope of work

The work will need to build on existing food system analyses and available data on food system outcomes like food & nutrition security or livelihoods in the target province in Cambodia. Existing studies and data will be used as input to this assignment, next to the perspectives and expertise of SNV, HKI, and stakeholders, with the priority areas as boundaries to the system. Next to a desk study of reports and data, additional data collection can be done to gather specific stakeholder perspectives and inputs, including those of producers (e.g. price competitiveness), consumers (e.g. drivers of food choices) and food system service providers, but large surveys to collect data on food system indicators like diet quality will not be part of this assignment.

Requirements - Skills, Qualifications, Experience
  • Minimum of a master’s degree in Agricultural economics, food security and nutrition, rural development, environment, community development, natural resource management, sustainable rural livelihoods, sociology, or related fields.
  • Minimum of 5 years of experience leading agricultural value chains and market systems analysis, socio-economic assessments, community development, and needs assessments, including sustainable livelihoods related to natural resource management and conservation.
  • Demonstrated experience developing and delivering high-quality socio-economic assessments, including gender analyses, with livelihood assessments associated with meeting the objectives of natural resource management.
  • Demonstrated experience in and excellent skills in policy influence, and stakeholder engagement at national and community levels, including efficient facilitation during meetings between various stakeholders (government, NGOs, CBOs levels).
  • Advanced practical knowledge of agricultural systems and analysis of agriculture-based livelihoods in the context of Southeast Asia, especially in Cambodia, is preferred. 
  • Experience in facilitation of multistakeholder processes as well as participatory sensemaking and use of systemic approaches.
  • Experience with applying participatory approaches in data collection and community engagements.
  • Background in people-centered approaches to sustainable land and water resources and associated livelihoods is an asset.
