The NGO Forum on Cambodia is a well-respected membership-based organization. It comprises of 70 local and international non-governmental organizations, each specializing in different areas of humanitarian and development assistance to Cambodia. NGOF exists to represent the priorities and concerns of these civil society organizations. These CSOs in turn, are accountable to the poor and vulnerable people of Cambodia. The NGO Forum was stablished in the early 1980’s by international NGOs campaigning for an end to the aid embargo imposed on Cambodia at that time. Over the last three decades, the NGO Forum has evolved in response to changing socio-political climate of the country. Since its inception, the NGO Forum has accumulated significant institutional expertise in convening CSOs, facilitating networks of members in shared advocacy work, representing the diversity of members’ views and interests, and constructively engaging with government, development partners and private sector. Currently, the NGO Forum is seeking qualified Cambodian candidate for “Financing for Development for Cambodia’s Graduation from Least Developed Country (LDCs) to Middle-Income Country Consultant.”

The purposes of this research are to:

  1. To assess the anticipated impacts of Cambodia’s LDC graduation on development financing flows—including aid, domestic revenue, debt, and private capital—and identify the risks and opportunities such as climate finance, and other forms of inclusive financing for CSOs.
  2. To evaluate the institutional and technical preparedness civil society organizations during graduation and post-LDC financing challenges while ensuring transparency, accountability, and social-environmental safeguards.
  3. To develop evidence-based policy and practice recommendations which can be shared with key government institutions, development partners and other stakeholders for consideration on their pro-poor, climate-responsive, and participatory financing policies and mechanisms.

Bidder Eligibility

  • At least master’s degree in fields related to Climate Change, EIA, ESG, law and political science, Human Rights and Labor Rights, policy development, economics public policy is preferable.
  • At least five years’ experience in policy research, civil society engagement, and development of advocacy products.
  • A sound understanding of Environmental, Social and Governance framework including EIA guideline and sub-degree from the MoE.
  • Good analytical skills.
  • Good understanding of the financial sector development in Cambodia.
  • Ability to translate raw data into effective and engaging data visualizations and infographics.
  • Experience in policy brief writing.
  • Excellent oral and written communication in English and Khmer, including a demonstrated ability to translate complex, technical information into clear, non-technical language that is accessible to a broader audience.
  • Demonstrated experience in undertaking similar case studies and reviews in the region, preferably in Cambodia and
  • Strong research, facilitation and interviewing skills, preferable experience in conducting civil society consulting and government ministries.
