Cord is seeking an external consultant to conduct a final evaluation of the Strengthening Accountable Business Practices through Respect and Engagement (SABRE) project implemented in the northern provinces of Cambodia. 

Cord is an international peacebuilding NGO working with people in highly sensitive and oppressive contexts to transform dysfunctional relationships into those that create peaceful and inclusive societies. For over 50 years and across more than 20 countries, it has been committed to healthy, thriving relationships by equipping local organisations and human rights defenders to collaborate with those in a position of authority, resolve their differences and lay down the foundations for a world where everyone can live free from fear and have the freedom to flourish.  

The final evaluation will assess the overall performance and results of the project against the OECD-DAC evaluation criteria adopted by the European Union, namely: relevance, effectiveness, efficiency, impact, sustainability, and coherence. The evaluation will also examine key cross-cutting themes integrated throughout the project, including gender equality and social inclusion, women's and youth empowerment, peacebuilding (conflict sensitivity and the Do No Harm) approach.

Objectives of the assignment

The final evaluation aims to:

  • Assess the project's performance and results against its intended objectives and outcomes, examining its relevance, effectiveness, efficiency, impact, sustainability, and coherence in relation to the original project design, logframe, and theory of change.
  • Identify and document good practices, innovations, and lessons learned generated through project implementation that may inform future programming and contribute to broader learning within the sector.
  • Assess intended and unintended outcomes, including both positive and negative effects arising from the project, and analyse factors that influenced these results.
  • Evaluate the project's contribution to strengthening responsible business practices, community engagement, and protection of environmental and human rights, including its impact on target groups and stakeholders.
  • Provide practical, evidence-based recommendations to inform the design, implementation, scaling, and sustainability of future interventions, particularly those focused on responsible business conduct, civic engagement, conflict sensitivity, and environmental protection.
  • Assess the sustainability and potential for replication of key project approaches, structures, and mechanisms established during the project period. 

Submission Requirements

Interested consultants or firms are invited to submit a detailed proposal comprising the following:

  • A technical proposal (maximum three pages) outlining the proposed methodology, approach, understanding of the assignment, and relevant experience.
  • An indicative workplan, including the proposed timeframe, level of effort, key milestones, and budget for completing the consultancy.
  • CV(s) of the consultant(s) or proposed evaluation team members, highlighting relevant qualifications and experience.
  • Examples of at least two relevant evaluation, research, or learning reports completed within the last five years.
