Announcement Description

Through Habitat for Humanity Nederland a three-year project named “Empowering Community for Resilient (ECR)” was awarded to Habitat Cambodia from July 2020 to June 2023. The ECR project was implemented in Peung Chhat village, Khun Ream commune, Banteay Srei district, Siem Reap province, Cambodia. Peung Chhat village is one of the most vulnerable villages in Banteay Srei district regarding climate change impact (especially drought), poverty rate, and housing deficits.

The ECR project aims to improve the resiliency of the target community to the climate change and disaster impact by building a stronger community and climate-adapted homes as well as increasing livelihoods in the area, which is rural remote, heavily impacted by climate change, especially drought and flooding.

To reach the project goal, the project has been divided into 4 specific outcomes and outputs as below:

Objectives of the study

This evaluation aims to assess the project's relevance, coherence, efficiency, effectiveness, impacts, and sustainability on target beneficiaries/communities and stakeholders/partners. The best practice and lessons learned from the implementation need to be captured, and recommendations for future development need to be provided. The main objectives of this evaluation were adopted:

  1. Measure the project outcomes and impacts against indicators set in the project's logical framework. Review the effectiveness regarding the (i) project's approaches and strategies; (ii) project management; (iii) strengths and weaknesses in project implementation; and (iv) identify the areas to be improved.
  2. Assess the impact of project performance on relevant sectors (education, economics, environment, climate change, disaster, and WASH); and cross-cutting issues (gender, disability, and environment).
  3. Review the contribution of the project’s achievements and impacts to the government’s strategies/priorities and 2030 UN promises (sustainable development goals)
  4. Generate key recommendations and lessons learned for project implementation and future project design.

Reporting Requirements

Outline specific report requirements for required drafts and final study reports, including additional reporting materials, i.e., infographics, report briefs, and presentations. Examples of requirements include the number of pages, mandatory report sections, and languages.

Payment schedule:

The fees will be paid upon receipt of the invoice from the Consultant/firm/institution, with the bank detail.

  • 30% payment will be delivered upon the completion of output #1.
  • 30% payment will be delivered upon the completion of output #2.
  • 40% payment will be delivered upon the completion of outputs #3 & #4.

Duration of the study: 20 working days

Tax arrangements: The consultant will propose only the net amount in the financial proposal.

Submission requirements:

  • CVs of all team members: each member should outline only relevant experience with a maximum one-page analysis highlighting your understanding of the work and proposed methodology that you will apply to deliver the intended objectives.
  • The technical proposal includes:
  • Organizational profile of consultancy agency if there is
  • Proposed methodologies following the ToR and initiatives added to deliver assignments with high quality.
  • Detail financial proposal (financial bid)
  • Tentative work plan and timeframe
  • 02 sample final evaluation reports similar to the assignment

Management and Coordination:

The consultant will report to and be under the management of the country PDMEAL Manager of Habitat for Humanity Cambodia, who will coordinate with the internal team from recruitment to final product submission/notification. Satisfactory of each step is needed to review and approved by Habitat for Humanity Cambodia. Communication and dissemination of key findings to a broader audience must first be approved by Habitat Cambodia.
