Consultancy: Field Research Exploring Intersection of Climate Change Impacts with Gender, Disability, Social Inclusion (GEDSI) and Access Behaviours on WASH in Five Healthcare Facilities in Kampong Tralach Operational District, Kampong Chhnang Province

Scope of Work

The research will be conducted in HCFs and nearby communities identified as part of the WASH & health DFAT-funded ANCP program in five HCFs at Kampong Tralach Operational District, Kampong Chhnang Province. The key themes of the research will include climate change impacts, gender disparities, and inclusion challenges affecting access to healthcare services. Stakeholders will include healthcare providers, community members, and government and non-government actors within the health and WASH sectors.

The study aims to explore how climate change affects WASH services in selected healthcare facilities in Cambodia, where WaterAid is working with Provincial Health Departments. This understanding will help stakeholders recognise the multifaceted impacts of climate change on healthcare services, enabling them to develop targeted interventions and policies.

By involving healthcare facility workers, users, nearby communities, and government and non-government stakeholders, the study will capture a diverse range of experiences and perspectives, which can enhance the validity and applicability of the recommendations.

Deliverables and Timeline

The assignment is expected to be 35 days of work over 8 months, starting from August 2025 to April 2026. A detailed work plan and timeline will be co-developed by the selected consultant(s) and the WaterAid team who will work closely to support the consultant(s) with any logistics requirements.

Budget

Consultants must provide a detailed budget, including costs for personnel, materials, travel, and stakeholder engagement activities to the value of USD 5,000.

Bidder Eligibility

  • Qualifications and Experience
  • The consultant(s) should have:
  • Lead consultant with an advanced degree and expertise in public health, WASH in healthcare settings, or a related field.
  • The lead consultant must have Cambodia (preferred) or regional experience and have worked with a Ministry of Health from a low-middle income country within the region (desirable).
  • Can demonstrate an example of communication with non-technical audiences
  • Experience working across international and multisectoral environments to deliver work remotely.
  • Proven experience in integrating GEDSI principles and considerations into program design, implementation, and evaluation, particularly within the context of health or WASH initiatives. This includes a clear understanding of the diverse needs of women, men, people with disabilities, ethnic minorities, and other marginalized communities.
  • Experience in assessing or developing strategies related to climate change impacts on health services or WASH infrastructure, with a focus on building resilience and adaptive capacity, especially within vulnerable populations.
  • Strong analytical and research skills, capable of identifying gaps, evaluating preparedness, and analysing the intersection of climate change, GEDSI, and user access behaviours in complex settings.

Submission Requirements

Reporting

The consultant(s) will report directly to the Technical Lead-Health based in WaterAid Australia and work closely with the Senior Project Manager and Country Director in WaterAid Cambodia through the consultant period. Regular updates and meetings will be scheduled to ensure that the consultant’s work is aligned with the deliverables and timelines of this EOI.
