BORDA is a German NGO with offices in more than 20 countries worldwide. BORDA has been active in Southeast Asia since late 1980s – with the aim to improve the living conditions of disadvantaged communities and to keep the environment intact through the expansion of sanitation services in the areas of decentralised sanitation, wastewater, faecal sludge, solid waste management and holistic livable city planning. We work with local governments and enterprises to improve communal planning processes, sanitary supply structures and services in cities at variety of scales and applications.

Project Background

BORDA (Bremen Overseas Research and Development Association) is a German NGO established in 1977 and active in Southeast Asia since 1988, delivering decentralised and nature-based solutions in sanitation, wastewater, and solid waste management across Cambodia, Laos, Vietnam, Indonesia, the Philippines, and Thailand.

From 2023 to 2025, BORDA e.V. has been implementing the BMZ-funded project “Improving the Quality of Life and Strengthening the Resilience of Small Towns through Sustainable Sanitation” in Laos and Cambodia. The project supports national and local stakeholders in adopting decentralised sanitation and faecal sludge management solutions, improving institutional capacities, and promoting integrated and resilient sanitation approaches in secondary and tertiary cities.

As the project nears completion, BORDA seeks to consolidate evidence on achievements, effectiveness, and lessons learned. An external end-of-project evaluation is required to assess results against BMZ criteria—relevance, effectiveness, efficiency, sustainability, and impact—and to provide recommendations that will inform future programming.

In Cambodia, project results have demonstrated an increasing need for fit-for-purpose decentralised sanitation solutions that complement existing and planned centralised wastewater systems.

Summary

Assigment

BORDA seeks an independent consultant or consulting firm to conduct the end-of-project evaluation of the BMZ-funded sanitation project in Laos and Cambodia (2023–2025) and to develop an evidence-based advocacy tool for Cambodia. The consultant will work remotely and deliver both the evaluation and the advocacy presentation promoting decentralised sanitation solutions.

Objectives

  • Part 1 (Evaluation): Assess project achievements, effectiveness, relevance, and sustainability in Laos and Cambodia.
  • Part 2 (Advocacy Tool): Develop an evidence‑based presentation tool to promote decentralised sanitation solutions in Cambodia, targeting city representatives and water‑related ministries.

Scope of Work

Part 1 – End‑of‑Project Evaluation (Laos and Cambodia)

  • Review project deliverables, logframe, reports, monitoring datasheets, and means of verification.
  • Conduct interviews with BORDA staff, partner organisations, and stakeholders (remote).
  • Assess project outcomes against objectives, indicators, and BMZ criteria (relevance, effectiveness, efficiency, sustainability, impact).
  • Identify lessons learned and recommendations for future programming.

Deliverables:

  • Comprehensive Evaluation Report (approx. 20-25 pages).
  • Concise Project Summary Report (5–7 pages, suitable for external communication).

Methodology

  1. Desk review of project documentation and relevant literature.
  2. Remote interviews with BORDA staff and partners.
  3. Drafting and validation of deliverables in consultation with BORDA.

Deliverables and Payment Schedule

  • Inception Report: To be submitted after contract signing and completion of desk review.
  • Comprehensive evaluation report (20-25 pages).
  • Project Summary Report (5-7 pages).
  • Advocacy Tools (ppt format)

Timeline

  • Period of assignment: December 15 – 31, 2025.

Budget

The total budget for this consultancy is up to USD 9,000, inclusive of all applicable taxes, fees, and expenses. Please note that, in accordance with the Law on Taxation of the Kingdom of Cambodia, withholding tax may be applied depending on the bidder’s tax registration status.

Eligibility

  • Officially registered as a consultant, firm, or legal entity — or able to provide equivalent documentation demonstrating legal status and eligibility to work independently as a consultant
  • Proven experience in WASH sector evaluations and advocacy.
  • Strong knowledge of decentralised sanitation and FSM.
  • Experience in Southeast Asia, preferably Cambodia and Laos.
  • Excellent analytical, writing, and presentation skills.
  • Ability to work remotely and coordinate with multiple stakeholders.

Submission Requirements

Selection Criteria

Proposals will be evaluated based on the following criteria:

Technical Proposal (70%):

  • Methodology & Approach
  • Demonstrated understanding of the Terms of Reference (ToR).
  • Clarity and feasibility of the proposed methodology for both components:
  • End-of-project evaluation
  • Advocacy tool development
  • Suitable methods for document review, data analysis.
  • Expertise & Experience
  • Proven experience in WASH sector evaluations.
  • Demonstrated knowledge of decentralised sanitation and faecal sludge management (FSM).
  • Experience working in Southeast Asia, preferably in Cambodia and Laos.
  • Strong analytical, writing, and presentation skills.
  • Ability to work remotely and coordinate with multiple stakeholders

Financial Proposal (30%): 

  • Competitiveness and reasonableness of the proposed budget.

Reporting

The selected consultant will report directly to the BORDA SEA Regional Office or the designated representative. BORDA will provide access to project deliverables, monitoring data, and facilitate interviews with staff and partners. Regular progress updates and meetings will be required as specified in the inception report and mutually agreed-upon work plan.

All content, designs, and materials produced will be the property of BORDA.
