Assigment
BORDA seeks an independent consultant or consulting firm to conduct the end-of-project evaluation of the BMZ-funded sanitation project in Laos and Cambodia (2023–2025) and to develop an evidence-based advocacy tool for Cambodia. The consultant will work remotely and deliver both the evaluation and the advocacy presentation promoting decentralised sanitation solutions.
Objectives
- Part 1 (Evaluation): Assess project achievements, effectiveness, relevance, and sustainability in Laos and Cambodia.
- Part 2 (Advocacy Tool): Develop an evidence‑based presentation tool to promote decentralised sanitation solutions in Cambodia, targeting city representatives and water‑related ministries.
Scope of Work
Part 1 – End‑of‑Project Evaluation (Laos and Cambodia)
- Review project deliverables, logframe, reports, monitoring datasheets, and means of verification.
- Conduct interviews with BORDA staff, partner organisations, and stakeholders (remote).
- Assess project outcomes against objectives, indicators, and BMZ criteria (relevance, effectiveness, efficiency, sustainability, impact).
- Identify lessons learned and recommendations for future programming.
Deliverables:
- Comprehensive Evaluation Report (approx. 20-25 pages).
- Concise Project Summary Report (5–7 pages, suitable for external communication).
Methodology
- Desk review of project documentation and relevant literature.
- Remote interviews with BORDA staff and partners.
- Drafting and validation of deliverables in consultation with BORDA.
Deliverables and Payment Schedule
- Inception Report: To be submitted after contract signing and completion of desk review.
- Comprehensive evaluation report (20-25 pages).
- Project Summary Report (5-7 pages).
- Advocacy Tools (ppt format)
Timeline
- Period of assignment: December 15 – 31, 2025.
Budget
The total budget for this consultancy is up to USD 9,000, inclusive of all applicable taxes, fees, and expenses. Please note that, in accordance with the Law on Taxation of the Kingdom of Cambodia, withholding tax may be applied depending on the bidder’s tax registration status.
Eligibility
- Officially registered as a consultant, firm, or legal entity — or able to provide equivalent documentation demonstrating legal status and eligibility to work independently as a consultant
- Proven experience in WASH sector evaluations and advocacy.
- Strong knowledge of decentralised sanitation and FSM.
- Experience in Southeast Asia, preferably Cambodia and Laos.
- Excellent analytical, writing, and presentation skills.
- Ability to work remotely and coordinate with multiple stakeholders.
