Announcement Description

The Coalition for Partnership in Democratic Development (CPDD), formerly known as the Working Group for Partnership in Decentralization (WGPD), is a non-profit, non-partisan coalition of local and international NGOs and individuals working on decentralization and deconcentration reforms in Cambodia. The network promotes collective voices and meaningful engagement of civil society with the government at all levels to strengthen democratic development and responsive local governance.  

CPDD’s vision, mission, and values focus on promoting transparency, accountability, citizen participation, and equitable access to responsive public services through meaningful partnerships between civil society, citizens, and government institutions. 

Under the CSO Strengthening Programme, CPDD is implementing activities aimed at strengthening organizational capacity development (OCD), digital accountability systems, evidence-based advocacy, and child-rights responsive local governance. 

 In particular, the programme includes the following key interventions: 

  • 1.1.4.1 CSOs develop capacity on development perspectives and Organizational Capacity Development (OCD);  
  • 1.1.3.4 Real-Time Feedback Loop for Child Rights Issues: Design, launch, and maintain an online feedback mechanism to capture and track issues raised by CSOs, children, and communities. The system will allow real-time monitoring of SNA actions on social service budgeting, education services, and local expenditure allocations, ensuring responsiveness to child priorities. Data will directly inform advocacy on sub-decrees on social service budget and expenditure and integration into digital social service mapping.

Summary

OVERALL OBJECTIVE OF THE CONSULTANCY 

Under the supervision of the Executive Director of CPDD, the Consulting Firm / IT Developer will focus on designing, developing, testing, deploying, and supporting a secure, user-friendly, bilingual, and scalable digital MEAL System integrated with KPI Framework and KPI Tracking System, Project Tracking Tools, and a Real-Time Feedback Loop for Child Rights Issues. 

The consultancy aims to strengthen CPDD’s institutional capacity in monitoring, evaluation, accountability, learning, organizational performance management, project management, and evidence-based advocacy through digital innovation and real-time data systems. 

SPECIFIC OBJECTIVES 

  • To conduct system requirement assessments and consultations with CPDD Secretariat, programme teams, and relevant stakeholders;  
  • To design and develop an integrated MEAL and Project Tracking System aligned with CPDD’s Results-Based Management (RBM), Theory of Change (ToC), strategic plan, and project implementation frameworks;  
  • To develop and operationalize a KPI Framework and KPI Tracking System to strengthen organizational performance monitoring, strategic management, accountability, and evidence-based decision-making within CPDD;  
  • To establish a Real-Time Feedback Loop Platform for Child Rights Issues to capture, track, monitor, and analyze feedback and issues raised by CSOs, children, and communities;  
  • To strengthen real-time monitoring of Sub-National Administration (SNA) responsiveness related to social service budgeting, education services, local expenditure allocations, and child-rights priorities;  
  • To develop user-friendly dashboards, reporting systems, and data visualization tools to support evidence-based advocacy and decision-making;  
  • To strengthen CPDD and partner organizations’ capacity in digital MEAL management, KPI monitoring, accountability systems, and adaptive learning.  

Eligibility

  • The minimum qualifications and experience required are: 
  • At least 5 years of experience in MEAL system development, MIS platforms, KPI systems, or digital accountability systems;  
  • Proven experience working with civil society organizations, NGOs, development partners, or governance programmes;  
  • Strong understanding of Results-Based Management (RBM), Theory of Change (ToC), KPI systems, and MEAL frameworks;  
  • Experience in secure database and web/mobile application development;  
  • Proven experience in dashboard development, data visualization, APIs, and cloud-based systems;  
  • Knowledge and experience related to local governance, child rights, social accountability, or civic engagement mechanisms are strong advantages;  
  • Conversant with cross-cutting themes including gender equality, disability inclusion, safeguarding, and accountability mechanisms;  
  • Good spoken and written communication skills in Khmer and English;  
  • Excellent analytical, technical, and documentation skills.
