Announcement Description

ActionAid Cambodia (AAC), Open Development Cambodia Organization (ODC), the Cambodia Center for Human Rights (CCHR), and The NGOs Forum on Cambodia (NGOF), Hereafter called parties, are implementing a project called “Strengthening CSOs to Take Action on Economic Governance, (SCAEG)”. It is a three-year project starting from 01st November 2023 to 31st October 2026 with funding support from the European Union (EU).

The project aims to maximize civil society action in the governance of economic development in the coastal area, for greater accountability, transparency, and inclusive participation in decision-making in Cambodia. This project will benefit approximately 46,920 fisherfolks, 170 community representatives, 34 community fisheries in Koh Kong, Preah Sihanouk, Kampot and Kep, 150 citizen journalists and 470,000 people digital reach. The project will be implemented in the coastal area of Kampot, Kep Koh Kong and Preah Sihanut provinces. The intervention aims to create an enabling environment for action by civil society/CFi (CSOs and their Networks representing fishery communities, with a focus on women and youth leaders) in economic governance, through inclusive and creative platforms, and engagement in political dialogue with key decision makers and economic actors at local and national levels.

CSO Capacity Development on responsibility business and climate justice is a key main project intervention under output 1: CSOs have increased capacity in mobilization and evidence-based advocacy for fair and transparent economic governance at local and national levels of SCAEG.To deliver this project activity AAC is seeking a national consultant to work alongside with AAC SCAEG project team and AAC Implementing partners in providing a training workshop on “Responsible Business Conduct Due Diligence and Climate Financing and Justice” to AAC Implementing Partners, CFi, CPA and CJ with 25 participants from SCAEG project target in Kampot, Kep, Koh Kong and Preah Sihanouk provinces.

Specific Objectives:

  • To develop a training curriculum and materials on (i). Responsible business and corporate due diligence, and (ii). Climate financing and climate justice
  • To strengthen the capacity of participants on (1) responsible business and corporate due diligence, (2) climate financing and climate justice
  • To introduce and develop due diligence tools
  • Developing an ongoing coaching plan based on the monitoring tool results (specific on-going coaching plan of the result of the monitoring tool through half day visit learning and reflection) facilitated and led by AAC.
  • To develop training manual in both Khmer and English, along with training minutes.
  • To document 1 story of change on climate justice or economic financing related to the key progress of monitoring tool (during field visit)

Key Deliverables:

  • Final report summary with training results (post-pre test), participant feedback, specific recommendations for improvement and training need assessment
  • Training handout for participants
  • Develop training manual covering 2 main topics: (1) responsible business and corporate due diligence, (2) climate financing and climate justice (EN and KH) with context of coastal area.
  • To document 1 story of change on climate justice or economic financing related to the key progress of monitoring tool (during field visit)
  • Training Workshop for 25 participants from Kampot, Kep, Koh Kong, and Preah Sihanouk.

Methodology:

The capacity building is to be conducted by consultancy team to deliver 2days-training to AAC Implementing Partners, Community Fisheries (CFi), Community Protected Areas (CPA), and Citizen Journalists (CJ) involving around 20 - 25 participants. The training shall be conducted on a physical platform. Methodology can be developed by consultant PPT, and group discussion.

Bidder Eligibility

  • Experience and qualifications:
  • Experiences in developing and translating NRM, Law-enforcement, DRR-CC
  • Experience of conducting participatory and deliver training on responsible business conduct aligned with human rights, coastal resource governance, environmental sustainability, climate justice, emphasizing community-based impacts and gender equality.
  • Experiences with delivering technical training course TOTs and Virtual Training
  • Comprehensive knowledge and well understanding of NRM, Law-enforcement, business conduct aligned with human rights, coastal resource governance, environmental sustainability, climate justice, Climate Change scientific knowledge, gender
  • Strong analytical and writing skills
  • Good interpersonal skills and be proactive and independent in delivering results.
  • Good command of Khmer both writing and speaking.
