Habitat for Humanity Cambodia (Habitat Cambodia) has helped more than 177,300 families to improve their living conditions through housing interventions, WASH facilities, community development programs, and partnerships with a diverse group of international and local non-governmental organizations, microfinance institutions, corporate partners, local and national authorities. With its new strategy plan 2026-2028, Habitat for Humanity Cambodia seeks to impact the lives of 946,224 people in Cambodia through working on construction, market development, advocacy, and volunteer works in the three main programs: (1) Build Resilient Housing, (2) Strengthen Housing Governance and Systems (3) Influence Housing Market Development.

To align with the Habitat for Humanity International Program Framework, Cambodia’s government priorities, donors' guidelines, and promote the clear scope of the program road map of each program implementation, Habitat Cambodia is seeking a qualified consultant to develop three program handbooks. The hired consultant will work closely with Habitat Cambodia Team, Habitat for Humanity International-Area Office, and other stakeholders to develop a comprehensive program handbook based on agreed timeframe and expectations.

Objectives:

  • Develop the Program Handbook for three programs: (1) Build Resilient Housing, (2) Strengthen Housing Governance and Systems, (3) Influence Housing Market Development.  
  • The Program Handbook should include the Purpose, Cambodia’s alignment, key performance indicator (KPIs), thematic priorities, Glossary, Program Management procedures and criteria (Design, Implementation, Monitoring, and Closure), Scope of interventions aligned with HFHIC and HFHI, Approach, and other related program policies/guidelines, etc.
  • After developing the Program Handbook, the consultant will develop a training package (training curriculum, tool) and provide training orientation on using the Program Handbook for Habat Cambodia’s staff.

Scope of Work:

  • Develop three inception reports (one per program). The reports should include an outline of proposed features and methodologies, the content of the Program Handbook (handbook’s structure), the selected consultant will be required to designate a sub-consultant group for the specific program (1) Build Resilient Housing, (2) Strengthen Housing Governance and Systems (3) Influence Housing Market Development, and other necessary information.
  • The consultant conducts research and a desk review of relevant documents from partners, including government, NGOs, other partners, and HFHI's network, to ensure the objectives are thoroughly covered in the program handbook's design.
  • Conduct assessments and discussions with HFHI and Habitat Cambodia’s staff and partners to identify relevant practices and modalities in each program that are adapted to the Cambodia context.
  • Produce a comprehensive three program handbooks: (1) Build Resilient Housing, (2) Strengthen Housing Governance and Systems, (3) Influence Housing Market Development.
  • Develop the training package (training curriculum, tool) based on the Program.
  • Submit the final 3 separate Program Handbook.

Bidder Eligibility

  • The Consultant Team is expected to have experience and knowledge in the handbook development program, and it prefers experience in the handbook development program of (1) Build Resilient Housing, (2) Strengthen Housing Governance and Systems, (3) Influence Housing Market Development.
  • The consultant Teams are expected to have comparable qualifications, skills, and experiences relevant to resilient construction, climate change, advocacy, social protection, land and housing, engineering, urban development, and housing market influence. The required key experiences, knowledge, and skills of the Consultant include:
  • The Government of Cambodia recognizes the legal status, enabling the organization to perform the tasks mentioned above under the laws of Cambodia.
  • A minimum of 10 years of experience in developing a program handbook and program strategy.
  • A minimum of 7 years of experience in quality program management and program design in a related field.
  • Strong research and analytical skills (a sample of a recent analytical report is requested).
  • Ability to work in a multi-cultural environment and establish good and effective stakeholder relationships.
  • Demonstrated knowledge and experience in livability, infrastructure, and tenure transformation for urban and rural development, humanitarian and social protection, housing, law/policies, financial policy, climate change, governance, inclusion, and market development.
  • Knowledge of the environment, advocacy, communication, market development, and child protection will add an advantage.
  • Relevant experience in working with governments and international organizations on consultancy assignments.
  • Excellent written and verbal language skills in both English and Khmer.
  • Local experiences in Cambodia and knowledge of Cambodian culture.

  • The curriculum vitae (CV) should be a maximum of three pages. It should outline your qualifications and relevant experience, as well as a maximum one-page analysis highlighting your understanding of the work and the proposed methodology and main content that you will apply to deliver the intended objectives.
  • The consultant should prepare the slide presentation if s/he is selected for the interview.
  • The letter of interest should be a maximum of ten pages, which should include the following:
  • Profile of the consultancy if there is
  • A proposal following the terms of reference (ToR) based on the timeframe provided to complete the assignment and the methodologies to be used
  • A detailed financial proposal (financial bid), including daily cost per major activity
  • A tentative work plan and timeline
  • Program Handbook's outlines
  • One or two samples work on the Program Handbook from previous assignments related,
