Consultancy for Core Trainer of Leadership (1 Position)
Timeframe: The assignment will start on 01 June 2025 and is expected to be completed on 31 July 2026. Estimated level of effort: approximately 90 days consultancy. The Core Trainers will be paid US$ 11,700 – 14,400, depending on experience. The Trainers will be paid US$ 8,100 – 9,450, depending on experience.
Due to the requirements and preference of MoEYS leaders, it is expected that training will take place on the majority of Saturdays during this period, with some return trips often also likely on Sundays.
Contract Restrictions: KAPE is unable to recruit individuals paid by the government for this assignment, unless they are able to prove they have postponed their service for the service period, due to donor compliance regulations.
Should an institution apply for this contract they will be required to supply registration documentation and to adhere to local government requirements, including the payment of salary tax.
Staff Location: The trainers should ideally be based in Kampong Cham or Phnom Penh, but other locations will also be considered. The trainers will also need to sign contractual documents to the KAPE office in Phnom Penh or Kampong Cham.

Deliverable: PoEs/DoEs fully trained and mentoring program implemented
- LDM Orientation and launch for POE directors is completed
- Review LDM manual for facilitators and participants, developed by experts.
- Participate in the ToT of approximately four days, covering curricular concepts, the supervision of task work, assessment requirements, exploring online CPD platform for Leadership course, and gender mainstreaming in the LDM training sessions.
- Prepare Training materials with other trainers for LDM orientation and launch for POE directors or their nominated Vice directors from 20 provinces.
- Provide a 2-day training orientation workshop to roll out LDM for POE directors and vice directors.
- Collect feedback from the participants and summarize.
- LDM roll-out for chief/deputy in different offices at POE/DOE level is completed.
- Lead leadership Development (LDM) training (6 weekly one-day sessions per group), for approximately 12-14 of the groups (25-30 participants/ per group). .
- Lead and support MoEYS in the follow up of Action Projects.
- Ensure the participants complete their assignment tasks on the Capacity Development Platform (CDP).
- Collect and summarize feedback from the participants on the LDM manual including contents, language use, expected results and other key areas of improvement for this manual.
- Other related responsibilities as per the full ToR.
- At least a bachelor’s degree required for Trainers, preferably a Master’s, with master’s degree required for Core Trainers
- At least 3 years’ experience of Training Experience for Trainers, and 5 years for Core Trainers required, preferably all or mainly within the Education Sector
- Previous Experience of working on Leadership Development and/or capacity building of POE and DOE officials required for Core Trainers and highly desirable for Trainers
- Experience of working on or knowledge one or more of the following: data analysis and reporting, Effective Decision Making & public speaking or Continual Professional Development in the Workplace an advantage
- Ability to communicate in English highly desirable.
