Organization Background:

 Wildlife Conservation Society (WCS) since its establishment in 1895, has operated the world's most extensive field conservation program, focusing on nature's strongholds and protecting half of the globe's biodiversity. In Cambodia, WCS has been active since 1999, dedicated to conserving the nation's unique wildlife and landscapes. Our efforts span vital regions such as the Eastern Plains, Northern Plains, and Tonle Sap, targeting species like the Asian Elephant, Bengal Florican, and Siamese Crocodile. 

Position Background:

Wildlife Conservation Society (WCS) has long-term partnerships with the Ministry of Environment with the aim to implement a program of protected area management which is focused on sustainable financing through REDD+ (Reduced Emissions from Deforestation and forest Degradation) in Keo Seima Wildlife Sanctuary. WCS aims to develop a Keo Seima Land Tenure Security and indigenous Peoples Strategy document to secure the long-term tenure security for local communities (indigenous and non-indigenous) and conservation of the forests and wildlife. WCS is supporting several indigenous communities to complete the Community Titling (CLT) process. The Ministry of Environment (MoE) has established an ICT Working to “Review, study and support the process of measuring, registering state land and issuing collective land titles for indigenous communities and Community Protected Areas in nature protected areas” under the jurisdiction of MoE. The Department of Culture and Heritage (MoE) has started mapping IPs heritage sites and has now also been assigned to oversee ICT implementation currently.

Additionally WCS is working in collaboration with both the Provincial State Land Management Committee and Zoning Working Group for Keo Seima Wildlife Sanctuary in Mondolkiri province to coordinate activities of the ICT & CPA working group in MoE so that all activities are implemented in a manner consistent with the requirements of the REDD+ Keo Seima project and international REDD+ Safeguards.

Main tasks for this position:

The consultant will play a key role in the coordination with the different relevant ministries and the provincial authorities as well as indigenous organizations, influencers, NGOs to discuss management and tenure security of indigenous communities in KSWS.

  1. Document historical WCS and REDD+ project activities and interventions regarding the establishment of ICTs and customary rights of IPs in KSWS. This lessons learned knowledge product and analysis should contribute to the overall REDD+ Land tenure Security and indigenous Peoples strategy to be shared with MLMUPC, relevant ministries and NGO partners.
  2. Support WCS ICT team to coordinate with the ICT and CPA working group to present the work of WCS in Keo Seima Wildlife Sanctuary on ICT and CPA, linking this to the zoning work in KSWS, including help conduct discussions within MoE regarding ICT and customary rights of IPs.
  3. Coordinate and facilitate consultations with the General Department of Local Communities, Ministry of Environment relating to strengthening the existing prakas 293 on NTFP collection..
  4. Conduct legal and procedural gap analysis for ICT cases that have completed MRD and MoI recognition supported by the Keo Seima REDD+ project and propose policy solutions.
  5. Document the Keo Seima REDD+ project procedures and processes that have been used for conflict resolution, Alternate Dispute Resolution (ADR), and classification of court cases , working with the Provincial State Land Management Committee, Provincial State Land Working Groups and local authorities to register State Property and ICT in KSWS.
  6. Develop a legal analysis and technical policy brief, in coordination and consultation with WCS partners, identifying legal recommendations and potential regulatory instruments that could inform the draft land law or related regulations that may strengthen communal land titling withing protected areas.

Eligibility

  • Legal and policy background link to IP’s rights and Community Based Natural Resources Management( CBNRM ) at international level.
  • 5-10 years Experiences on engagement and development support to IP’s policy and instrument in Cambodia
  • Has potential connection with Cambodia government institution and understanding the social and legal context of IP’s rights both national and international standard
  • Be able to adopt multicultural approach in designing and influencing policies brief to MoE, MoI , MLMUPC, subnational stakeholder
