DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship and human rights work, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2025 DCA Cambodia is cooperating with more than 22 partners to implement various projects.

In an increasingly complex and rapidly evolving development landscape, civil society organisations (CSOs) are facing unprecedented challenges. The significant shifts in the global funding environment in 2025 — including shrinking donor budgets, increased competition for resources, and a growing emphasis on localisation — require organisations to pause, reflect, and adapt. For CSOs in Cambodia to remain effective, relevant, and resilient, it is essential they reassess their current resource strategies and build stronger, more sustainable models for the future.

This consultancy represents the first step in a broader process to support local CSOs in navigating a changing operational and funding landscape. The consultant will conduct a rapid assessment of eight organisations, providing valuable insights into their current resource mobilisation and financial management practices. As part of this process, the consultant will also provide an overview of current and emerging funding trends affecting civil society, both locally and globally. The findings will inform the design of future capacity-strengthening support. By creating space for honest reflection and offering strategic guidance through the assessment process, the consultancy will help lay the groundwork for CSOs to diversify funding sources, strengthen their financial foundations, and enhance their ability to deliver sustainable, long-term impact.

Scope of work

The consultant will be responsible for the following tasks: 

  • Introductory Meetings: Conduct initial meetings with DCA and selected CSO partners to confirm the scope of work, expectations, timelines, and approach. 
  • Inception Report: Develop and submit an Inception Report outlining the proposed methodology, detailed work plan, and data collection tools to be used throughout the consultancy. 
  • Data Collection and Analysis: Conduct consultations with CSO partners, DCA and relevant donors based on the agreed tools. Analyse findings and identify key themes, challenges, strategies, and opportunities. 
  • Summary Reports: Prepare and deliver a short Summary Report of findings for each participating organisation.  
  • Feedback Session: Facilitate a feedback session with DCA and partners to present preliminary findings and gather input before finalising the report. 
  • Final Consultancy Report: Submit a comprehensive Final Report consolidating key findings, analysis, and strategic recommendations, including a proposed sustainable roadmap for CSO engagement and support. 

Deliverables

Timeframe and Duration

The consultant is expected to start in August 2025 to November 2025 (deliverable-based). You can find the draft outline of the programme timeline in the attached request for proposals page 10.

Location of Assignment

The consultant is expected to start in September 2025 to December 2025 (deliverable-based) with an estimated 20 days of work. Below is draft outline of the program timeline. 

Bidder Eligibility

  • The lead consultant should possess the following expertise: 
  • Proven expertise in civil society organisational development, with demonstrated experience in resource mobilisation, financial management, and institutional sustainability within CSOs — preferably in Southeast Asia. 
  • Minimum of 10 years’ experience in leading capacity development, strategic assessments, or consultancy assignments for CSOs or development agencies, particularly those focused on civic space, human rights, or governance. 
  • Strong understanding of cross-cutting issues, including the Human Rights-Based Approach (HRBA), gender equality, and social inclusion — with practical experience integrating these principles into organisational analysis, strategy, and sustainability planning. 
  • Demonstrated ability to design and deliver high-quality assessment tools and strategic reports, including participatory research methodologies, organisational diagnostic tools, and actionable roadmaps tailored to diverse CSO audiences. 
  • In-depth knowledge of donor trends and funding landscapes in Cambodia and the region — including compliance expectations and donor priorities in areas such as fundamental freedoms, civic space, independent media, and sustainable financing for civil society. 
  • Excellent facilitation, communication, and interpersonal skills, with a commitment to participatory, inclusive, and locally led approaches to learning and strategy development. 
  • Comprehensive knowledge of the Cambodian context, including a strong track record of working directly with local NGOs and CSOs in Cambodia on issues related to organisational strengthening, advocacy, and sustainability. 

Submission Requirements

Interested applicants are invited to submit a proposal of no more than 10 pages, clearly demonstrating how the consultant(s) meet the stated criteria. The proposal should include: 

  • A detailed explanation of the proposed methodology and approach. 
  • A summary of relevant experience in designing and delivering similar programs, including examples of successful outcomes. 
  • A clear articulation of what success will look like for this assignment. 
  • Applicants are also required to provide a lump sum financial proposal in USD, inclusive of all applicable taxes, to cover the full scope of work as outlined in the Terms of Reference (TOR). The max available budget for this assignment is $15,000 USD including taxes.  
  • Please note: Travel expenses should not be included in the financial proposal. The consultancy will be conducted either from Phnom Penh, where DCA’s office is located, or remotely if the consultant is not based in Cambodia. 

 Based on the assessment findings and the consultant’s expertise, the consultancy may be extended to allow the consultant to provide targeted capacity-strengthening support in line with the recommendations outlined in the final report.
