Consultancy Objectives & Scope of Work
Purpose:
Purpose of the Study The study will establish the baseline values for the project´s key indicators and constitute the basis to measure the project performance and impact.
The key objectives of the project baseline study are to:
- To examine the effects of access to clean water supply, hygiene, and sanitation (WASH), green economy and education on the socio-economic status of the target fishing communities.
- To identify WASH practices and access to market-based sanitation, clean water, and solid waste management among targeted fishing communities.
- To investigate the awareness and adoption of green economy (Eco-Tourism, NFTP, Waste Management, Off Grid/ Renewable Energy)
- To identify the awareness on the importance of education (access to ECE, Primary, Lower Secondary) among the targeted fishing communities.
- To explore current factors (individual, household, school, and community levels) that are positively or negatively associated with these outcomes and objectives.
Scope
The baseline study will address all relevant indicators as laid out in the Log frame. In addition to the collection of data to generate value for the baseline indicators, the study will examine the determinants of these indicators and outcomes as well as project objectives at the current context. Contextual effects and the effects of household and individual characteristics will be examined. The study will be conducted in the intervention sites from the three provinces above.

- Required Skills and Experience
- Vendor/Consultant should demonstrate experience in the performance of similar services
- Knowledge and experience of working in Cambodia, specifically rural women’s issues and in Community Fisheries
- 5 to 10 years of experience conducting baseline survey, research, evaluations, midline etc.
- Experience in working with developing/reviewing gender training materials
- Demonstrable experience in practicing Participatory Rural Approach
- Skilled and experienced in research in rural areas within community fisheries
- Excellent analytical and report writing skills
- Experience in working with a volume of documentation to produce one succinct document
- Excellent spoken and written English, knowledge of Khmer an advantage
