Detailed Description of Tasks to be Performed
The consultant will support STRIDES, NAHPRI/GDAHP/MAFF, and engage with partners (the Food and Agriculture Organization of the United Nations (FAO)/International Atomic Energy Agency (IAEA)) to conduct a baseline assessment of NAHPRI laboratory's readiness toward ISO 17025:2017 accreditation and develop a phased improvement roadmap.
Objectives
- Assess the current status of NAHPRI's Laboratory Quality Management System (LQMS) against ISO 17025:2017 requirements.
- Identify gaps, priorities, and opportunities for improvement to support accreditation readiness.
- Review and document partner investments and technical assistance supporting laboratory strengthening.
- Conduct consultations with NAHPRI management, technical staff, and relevant partners.
- Develop a phased accreditation improvement roadmap, including pre-relocation and post-relocation priorities.
Scope of Work and Tasks to be Accomplished
The consultant will have 15 working days to complete the tasks. During the period of performance, the consultant will work closely with STRIDES, NAHPRI/GDAHP/MAFF, FAO/IAEA, and other relevant national health actors to conduct a structured baseline assessment of NAHPRI laboratory's quality management toward ISO 17025:2017 accreditation. The consultant will assess laboratory management systems, quality documentation, organizational arrangements, and accreditation readiness; facilitate consultations with key actors; and develop recommendations and an improvement roadmap to support phased accreditation efforts.

Eligibility
- Minimum Qualifications
- A degree in Public Health, Microbiology, Medicine, Tropical Medicine, Biomedical Sciences, or a related field. Advanced degree preferred.
- At least 5 years of experience conducting laboratory quality assessments or audits.
- Certified ISO17025 assessor, or significant experience or training on the ISO 17025 checklist, or equivalent accreditation-related certification from a recognized body.
- Experience serving as an assessor, technical assessor, auditor, quality manager, or accreditation focal person for an ISO17025-accredited laboratory.
- Experience supporting veterinary, animal health, public health, food safety, environmental, or research laboratories.
- Familiarity with ILAC, accreditation body requirements, proficiency testing, method validation, uncertainty measurement, and laboratory risk management.
- Experience working with government laboratories in low- and middle-income countries, preferably in Southeast Asia
- Desirable Qualifications
- The consultant will work under the supervision of the STRIDES Technical Advisor
- The assignment is expected to be conducted over a period of 15 working days between September and October 2026.
- The consultant may work remotely for Assessment Preparation, Document Review, and Key Actor Consultation, but will be required to attend in-person meetings with FHI 360 and NAHPRI as requested and visit field locations.
- All deliverables, including draft and final reports, and presentation materials, shall be submitted in English.
