Solar Green Energy Co., Ltd (SOGE) and the Dutch Fund for Climate and Development (DFCD) are partnering to scale solar-powered irrigation services that enhance climate resilience, reduce emissions, and boost productivity for Cambodian smallholder farmers.

About the DFCD

The DFCD enables private sector investment in projects aimed at climate adaptation and mitigation in developing countries. The DFCD, managed by a consortium comprising Climate Fund Managers (CFM), World Wide Fund for Nature the Netherlands (WWF-NL), and SNV Netherlands Development Organisation (SNV), and led by the Dutch Entrepreneurial Development Bank (FMO), offers finance and technical assistance to unlock and scale private sector investment in climate-resilient development through two stages: “origination” and “investment”.

The Origination Facility (OF), jointly managed by SNV and WWF, identifies investment opportunities that advance climate change adaptation, biodiversity conservation, and sustainable, inclusive development. These opportunities also deliver co-benefits such as environmental protection, poverty reduction, and gender equality. The OF works with private sector partners to further develop these investments by providing technical assistance for project design, feasibility assessments, piloting, and other de-risking activities, enabling projects to mature and qualify for potential DFCD investment.

In Cambodia, DFCD has identified an opportunity to support SOGE in expanding access to solar-powered irrigation systems, mostly focused on irrigated rice systems, which will strengthen climate resilience and increase incomes of farming households increasingly vulnerable to the effects of climate change.

Consultancy Objective (max 300 words):

The overall objective of this activity is to get a clear understanding of the strategic opportunities for private sector actors to contribute to improved delivery of irrigation to farmers in Cambodia.

An estimated 50% of Cambodia’s 2,500 discrete irrigation schemes are assessed to not be fully functional. Although the context and challenges of irrigation systems varies from scheme to scheme, farmers in these schemes face at best only irregular or unreliable access to irrigation water in the dry season (regular/reliable in wet season), or have to rely exclusively on rainfall.

In 2021 SOGE opened its first of five ‘company-owned company-operated’ schemes, demonstrating an innovative business model to operate and rehabilitate existing irrigation schemes and increase access to irrigation for previously underserved farmers. Under this model SOGE owns, maintains and operates the irrigation water supply system. They are awarded the rights by local authorities to charge groups of farmers water-services fees - a set-up that closely mirrors the (diesel-powered) status quo and institutional architecture in rural areas. SOGE has already identified 34 further irrigation schemes totaling over 80,000 hectares where there is technical and commercial feasibility to expand. It is expected that a significant proportion of the 50% dysfunctional irrigation schemes in the country may be commercially viable to operate by the private sector.

Expanding national irrigation capacity will boost production by enabling a second or even third rice crop each year. Increasing rice output for export—particularly fragrant rice, to meet rising global demand—is a national strategic priority for Cambodia.

  • A varied team of experts with degrees in Irrigation, Business Analysis, Water management, Agronomy.
  • Proven experience of developing strategic industry analysis. Send 2 examples of earlier done reports
  • Proven experience in integrating climate change and economic analysis. Ability to formulate clear actionable recommendations to the financial sector and public institutions
  • Strong verbal and written communication skills in English and Khmer
