BORDA is a German NGO with offices in more than 20 countries worldwide. BORDA has been active in Southeast Asia since late 1980s – with the aim to improve the living conditions of disadvantaged communities and to keep the environment intact through the expansion of sanitation services in the areas of decentralised sanitation, wastewater, faecal sludge, solid waste management and holistic livable city planning. We work with local governments and enterprises to improve communal planning processes, sanitary supply structures and services in cities at variety of scales and applications.

Project Background

BORDA (Bremen Overseas Research and Development Association) is a German NGO established in 1977 in Bremen, Germany. Since 1988, BORDA has been active in Southeast Asia, beginning with its first collaboration in Indonesia, and has since expanded to Cambodia, Laos, Vietnam, the Philippines, and Thailand. Over four decades, BORDA Southeast Asia (BORDA SEA) has implemented more than 1,000 projects in decentralised sanitation, wastewater and faecal sludge management, solid waste management, integrated urban water management, stormwater management, and holistic livable city planning.

Today, BORDA SEA works through offices in Cambodia and Laos, in partnership with local governments, communities, and development agencies, to deliver innovative, decentralised, and nature-based solutions that improve public health, enhance climate resilience, and foster sustainable urban and rural environments.

To capture and communicate this rich history and impact, BORDA SEA will develop a professionally designed portfolio that documents its journey from inception in the late 1980s to its current phase. This portfolio will be used as a strategic communication tool for donors, partners, government agencies, and regional networks.

Assignment

BORDA is seeking an independent consultant or a consulting firm to independently manage content, design, and production to deliver a compelling, accurate, and strategic portfolio.

Purpose

The purpose of this assignment is to create a high-quality, visually engaging, and content-rich portfolio that:

  • Chronicles BORDA SEA’s evolution over nearly four decades.
  • Showcases its thematic areas, achievements, innovations, and partnerships.
  • Presents quantitative and qualitative impact at local, national, and regional levels.
  • Features testimonials from distinguished and influential stakeholders (e.g., Ministers, Governors, senior government officials, and key donor representatives) to highlight BORDA SEA’s credibility, partnerships, and recognition.
  • Positions BORDA SEA as a leader in sustainable sanitation and water management in the region.

Objectives

The consultant/firm will:

  1. Compile and synthesise information covering BORDA SEA’s notable works in the region.
  2. Develop compelling narratives and visuals for key sections, including but not limited to:
  3. Introduction to BORDA SEA (history, mission, values, regional presence).
  4. Timeline of major milestones and project phases.
  5. Water and sanitation challenges in Southeast Asia.
  6. BORDA SEA’s thematic areas and technical instruments.
  7. Regional strategy and key pillars.
  8. Project examples and success stories.
  9. Partnerships and donor engagement.
  10. Quantitative impact (e.g., DEWATS installed, wastewater treated, beneficiaries reached).
  11. Testimonials from prominent and credible stakeholders, showcasing their perspectives and endorsements of BORDA SEA’s work and impact.
  12. Design the portfolio as both a 10–12 page booklet and an accompanying PowerPoint version.
  13. Deliver final products in properly formatted print-ready PDF and editable formats for future updates, in English, Khmer and Lao. BORDA will support the translation for final portfolio documents.

Timeline

  • The service duration will be forty-five (45) days.
  • Period of assignment: September 8 - November 7, 2025.

Budget

The total budget for this consultancy is up to USD 5,000, inclusive of all taxes, fees, and expenses.

Bidder Eligibility

  • Officially registered as a consultant, firm, or legal entity — or able to provide equivalent documentation demonstrating legal status and eligibility to work independently as a consultant
  • Proven track record in portfolio/publication development for international NGOs.
  • Excellent research, writing, and storytelling skills.
  • Strong design capabilities with a portfolio of high-quality publications.
  • Demonstrated ability to work with historical, thematic, and impact data.
  • Experience in developing high-profile materials that incorporate endorsements from senior stakeholders.
  • Familiarity with sustainable development and WASH sector in Southeast Asia preferred.
