Aquaculture is an important sector in Cambodia’s economy, contributing to food security, employment, and income generation. With increasing demand for fish products, sustainable development of the aquaculture sector is necessary to enhance production, improve livelihoods, and ensure environmental sustainability. The Ministry of Agriculture, Forestry, and Fisheries (MAFF), in collaboration with key stakeholders, seeks to update the National Strategic Plan for Aquaculture Development (NSPAD) to guide sectoral growth over the next decade.

The current NSPAD period is 2016 to 2030 and therefore ordinarily would not be due for an update for about another 5 years. An interim consultancy was commissioned by FiA supported by the SAFR project (GIZ funded) to update the existing NSPAD reflecting sectoral and policy changes and advancements by projects such as CapFish Aquaculture, SAFR and CAST among others. During 2024 a small team convened two consultative provincial workshops and a national workshop to elicit updated information and ideas from a wide range of stakeholders. The information was synthesized and a report with updated NSPAD document was partially completed but not officially endorsed. Due to project closure and lack of funds the update of the existing NSPAD (2016-2030) remains incomplete. However, the information therein remains useful for further analysis and consideration.

Subsequent high-level meetings involving FiA, FAO, AFD and CaPFish Aquaculture TA Team decided that considering potential continued investments in the aquaculture sector e.g. World Bank funds, the best way forward would be to revise the NSPAD entirely for a similar 10-15 year period from the present until 2035 or 2040.

Objective

The objective of this consultancy is to develop a comprehensive NSPAD that provides a strategic framework for aquaculture development in Cambodia, ensuring sustainability, economic viability, and resilience to climate change.

Scope of Work

Since the formation of the previous NSPAD in 2015/16 there have been many developments through projects, changes within the entire fisheries sector which is interdependent with aquaculture for some systems and effects from the fluctuating marketing supply and demand dynamics. The outcome of these changes over the past 10 years has resulted in a chequered history of progress over the past 10 years. Therefore, the consultancy must seek to understand the nexus of interdependencies across the sector that are affecting progress both positively and negatively. Review the factors promoting sustainable growth in different areas, systems, economies and market dynamics. The scope of work is prepared for a two-consultant team of national origin which could be in the form of individual consultants or a selected company. The lead consultant will have considerable sectoral experience and write the draft, whereas the supporting consultant, also knowledgeable in aquaculture, will have a primary role in information retrieval and data collection.

Duration and Timeline

The consultancy is expected to take approximately two and half months or 11 working weeks from the contract signing date, with the following milestones:

  • Week 0-2: Inception report and initiate situational analysis
  • Week 2-5: Situational analysis, including stakeholder consultations and report
  • Week 6-8: Draft NSPAD development and stakeholder validation workshops
  • Week 9-11: Final NSPAD development, submission and approval

Bidder Eligibility

  • The consultant(s) should meet the following criteria:
  • Advanced Degree in aquaculture, fisheries management, environmental science, or related fields.
  • Minimum 10 years of experience in fisheries and aquaculture development, planning, or project implementation.
  • Proven track record in strategy formulation and stakeholder engagement.
  • Extensive Knowledge of Cambodia’s fisheries and aquaculture sector.
  • Strong analytical, writing, and presentation skills.

Submission Requirements

In submitting their expressions of interest, the consultant is kindly requested to indicate the following reference: Ref. FiA/CS10. Interested consultant must provide his/her updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers). Expressions of Interest shall be submitted in hard copy followed by an electronic copy.

Interested consultant may obtain copies of the detailed Terms of Reference (in English) for the assignment by sending a request by Email or from the address provided during office hours from 08:00 to 12:00 am and from 02:00 to 05:30 pm, Monday through Friday, except public holidays.
