Consultancy and Technical Advisory for Strategic Framework Development and Project Design
OBJECTIVES OF THE CONSULTANCY/ADVISORY
The objective is to assist the organization in formulating its five-year strategic framework for the period of 2026 to 2030, as well as to design effective, evidence-based initiatives that address the emerging trends of Online Child Sexual Exploitation and Abuse in Cambodia. The consultant or advisor will take a leadership role in the strategic development process, providing guidance in planning, research, and project design. The consultant or advisor will extend advisory support for proposal writing and M&E. The consultant and advisor will also be responsible for collecting relevant data, conducting stakeholder consultations to ascertain the needs for new projects, and providing essential advisory services to ensure that the organization’s interventions are grounded in evidence, impactful, and sustainable.
DURATION AND LOCATION
The consultant or advisor will be engaged for a duration of three months, allocating 3 to 5 days of work per month, commencing in October 2025. The primary location for this engagement will be Cambodia, although remote work may be permitted as required.
- The consultant will be responsible for the following tasks:
- Developing a five-year strategic framework for the period of 2026-2030, incorporating SMART goals and measurable objectives.
- Conducting research on the risks facing children in relation to Child Sexual Exploitation and Abuse, to support effective intervention strategies.
- Preparing proposals as necessary for funding agencies.
- Designing project plans in alignment with the established strategic framework.
- Developing tools for monitoring and evaluation.
- Collecting and analyzing data and conducting stakeholder interviews to ascertain the needs for new projects.
- Providing consultation and advisory services as required during the development process.
- The ideal consultant or advisor will possess the following qualifications:
- Extensive experience in research and analysis pertaining to child protection and online child sexual exploitation and abuse.
- A thorough understanding of the Cambodian context concerning its policy framework, legislative measures, coordination mechanisms, and current initiatives to address Online Child Sexual Exploitation and Abuse.
- Proven ability to effectively engage with stakeholders, including government entities, law enforcement agencies, civil society organizations, the digital technology sector, and youth, alongside the capacity to conduct research and data analysis.
- Exceptional communication skills and strong expertise in strategic development, proposal writing, and presentation.
