Announcement Description

Today, CARE focuses on empowering particularly marginalized and vulnerable women in Cambodia, including urban women who are marginalized by occupation, rural women who are denied multiple rights, and women and girls form ethnic minorities. Each year CARE Cambodia implements around 10 projects, reaching approximately 250,000 direct participants and about 500,000 people are reached indirectly.

Summary

Objective:

The overall objective of this announcement is to invite experienced contractors to participate in the bidding for the construction of new tube wells to rehabilitate the existing well and install with solar panel water pump and water tank in 06 target villages of Lumphat and Koun Mom districts, Ratanakiri province.

Scope of Work:

The well construction and rehabilitation will be implemented in 6 villages, 6 communes of Lumphat and Kounmom district, Ratanakiri province as listed in the table bellow:

Deliverables: The contractor will provide the following deliverables:

  • 05 new tube wells with concrete slaps and installed with solar panel water pump and water tank will be constructed in 05 target villages, 5 communes of Lumphat and Koun Mum district and well function.
  • 01 existing well including the concrete slap, installation of solar panels water pumps, and water tank will be rehabilitated in Sre Chhouk villages, Chey Oudam commune, Lumphat and well function.

Timeline:

The contractor is expected to construct the new well with hand pump and rehabilitate the existing well no later than 30 December 2025.

Time period 01 December 2025 – 30 December 2025.

Reporting:

The contractor will report to WASH Project Officer who will serve as the main focal person of contact throughout the construction process.

Budget:

The contractor should submit a detailed cost estimate of each construction in the list of cost estimates which are attached in the bidding document.

Eligibility

  • The ideal constructor should possess the following qualifications:
  • Contractor's profile, background and constitution or legal status: Company/association must be a registered business firm with relevant government ministries included:
  • a. Certificate registered at Ministry of Commerce
  • b. Certificate registered at Ministry of Rural Development
  • c. Certificate of VAT and Patent 2025
  • d. Certificate of registration in the municipal or provincial construction recipient list and be valid.
  • Experience and total monetary value of water supply construction work of the relevant nature and size to this construction project that the contractor performed of the last three years​ and must be attached to the contract that the company has made with those organizations or institutions, along with color photos showing the work performed under the contract.
  • Prior experience in water supply projects, especially well construction in Ratanakiri Province, will be more advantage.
  • Qualifications and experience of "Foreman" that the Contractor proposed to carry out the Contract (of this construction project)
  • Major items of water supply construction equipment/tools that the contractor proposed to carry out the contract (of this construction project)
  • Have at least 2 references with names, places of work, positions, phone numbers and contact emails.

Selection Process:

The selection process will include a review of all submitted company profiles, background, legal status and proposed cost estimates and reference checks. The contractor who best demonstrates its ability to meet the requirements, reasonable cost with most relevant qualifications and experience will be selected.
