Construction Engineer (1 Position)

Position Summary

Base in Serei Sophorn

PURPOSE OF THE POSITION

The Construction Engineer (CE) will lead in the coordination of the construction projects of the School for Kids in Banteay Meanchey province in Cambodia. The CE will be responsible to train and equip the community to actively do synchronized reporting on the updates of the daily/regular construction activities. He/she shall be responsible to consolidate the daily/weekly updates for reporting purposes including problems, solutions, challenges, spiritual impact, and achievements. He/she shall provide leadership, coordination and support to School for Kids project to enhance program quality and implementation of the project. In addition, the CE will be called on to provide technical support to the STEM (Science, Technology, Engineering, and Mathematics education projects. The CE will work collaboratively with the education team. The CE will report to the Education Program Manager. The CE will be based in Banteay Meanchey province. This position is open to Cambodian Nationals only.

Expectations - Duties, Responsibilities
  • Oversees the construction activities that take place on the worksite/village.
  • Support the design, planning, proposal preparation, government review process for school construction projects.
  • Provide daily/weekly/monthly progress updates and other related reporting requirements.
  • Track and monitor progress of specific and overall construction activities and maintain a construction schedule.
  • Evaluate any design changes and improvements and communicate to Program Manager and engineering consultants.
  • Communicate regularly for technical input from the School structural engineer and construction management consultant.
  • Assist logistics in procurement according to specifications required and the SP Field Operations Guidelines.
  • Engage, mobilize and build close relationships with community and school leaders during all phases of the project.
  • Represent SP in meetings with School Principal, church leaders and the community.
  • Coordinate activities with local authorities, contractor and churches.
  • Actively promote and ensure safety in the construction environment, conducting risk assessments before each activity.
  • Cooperate with other SP projects to achieve their goals, in good cooperation with cross sector programs, as DRR (Disaster Risk Reduction) and others, immediately reporting any problems that affect the village or its leaders.
  • Assist with coordination of Donor teams and guide them in the construction process.
  • Identify and report to the PM any issues and problems that affect the achievements of the project.
  • Share lessons learned or innovative ways to implement the project that will bring efficient use of resources and achieve better results.
  • Participate in the devotions and perform other duties as assigned by Program Manager.
Requirements - Skills, Qualifications, Experience
  • Commitment to Samaritan’s Purse mission, value and policies.
  • 1-3 years of working experience in the field of construction.
  • A graduate of civil engineering/architecture is preferred or its equivalent working experience.
  • Ability to explain and teach various skills to both skilled and unskilled workers and volunteers.
  • Strong supervisory and organizational skills, people skills and attention to detail.
  • Experience working and leading a team.
  • Able to drive a motorbike (car preferred) with license.
  • Willing to travel regularly to the school construction sites and as required by the project.
  • Serving heart to work with rural communities especially the poor.
  • Good spoken and written communication skills in both Khmer and English.
  • Strong computer skills and report writing in Khmer and English.
  • Proactive, reflective and able to work independently with minimum supervision.
  • Able to plan and commit to meeting deadlines
  • Strong desire to learn from others and to improve her/his skills.
