Conducting Scoping Study and Formulating Cambodia’s Sustainable Consumption and Production (SCP) Roadmap

The project will attain the following three outputs:
- Output 1: Scoping study as a policy supporting document;
- Output 2: Cambodia’s SCP Roadmap, highlighting priority sectors and institutional arrangement;
- Output 3: Inception workshop/multi-stakeholder consultations and their related reports;
Scope of work:
Under the direct supervision of the Project Coordinator/Department of Green Economy, the national consultant will work to provide high quality technical inputs based on an in-depth understanding of the international experiences and local context related to sustainable consumption and production, government and private sector engagement, policy formulation and action planning:
- Identify methodology for conducting SCP scoping study and roadmap in consultation with project coordinator and focal point of Department of Green Economy, GSSD/MoE;
- Prepare the draft and finalize the scoping study to support the design and formulation of the Cambodia’s SCP Roadmap;
- Facilitate the discussion in inception workshop, meetings and multi-stakeholder consultations to formulate and finalize the Cambodia’s SCP Roadmap;
- Closely work with a national consultant, project coordinator and focal points of Department of Green Economy to develop scoping study and SCP roadmap; and
- Work closely with the SWITCH Asia RPAC, the SCP Facility and European Union Delegation (EUD) in Cambodia on mainstreaming process and advocating the findings through outreach activity such as the Official Launch.
- Key functions will include:
- Scoping study as a policy supporting document
- Collecting and reviewing background information of previous and ongoing projects and actions that promote SCP in Cambodia, including regulations and policies related to SCP; and SCP experience from neighboring countries and region;
- Identifying existing challenges and opportunities, and outline strategic interventions of SCP for key sectors, sub-sectors or targets, then seeking SCP roadmap to align with CSDGs and Global SDGs, circular economy strategy, and other government priorities;
- Collecting inputs from the inception workshop, meetings and multi-stakeholder consultations;
- Adopting the sufficiency economy concept and building strengths of science, technology and innovation; and
- Leading in preparation of scoping study including recommendations to move forward (prioritization of sectors) in short and long term, mainstreaming and for approval.

- Based on the scoping study of SCP, formulating the Cambodia’s SCP roadmap through multi-stakeholder consultations including inter-ministerial technical working group on SCP, industry and private sector;
- Identifying the institutional arrangement with clear roles and responsibilities to implement the roadmap with clear actions, goals, strategies, and targets to achieve by sectors;
- Seeking alignment and/or synergy with ongoing efforts addressing Cambodia’s SCP such as Circular Economy Strategy and Action Plan, waste management strategy and policy, sustainable city strategic plan and other relevant approved documents;
- In the roadmap, monitoring and evaluation mechanism should be formulated and discussed with key stakeholders;
- Revising the Cambodia’s SCP Roadmap based on the feedback and recommendations from partners; and
- Producing a policy brief highlighting SCP in Cambodia by compiling key outcomes from the SCP scoping study and roadmap to formulate key messages for different sectors including strong visual languages to communicate the Roadmap and support mainstreaming of SCP process, and to organize an outreach/launch of the Cambodia’s SCP Roadmap.
- Education: Master’s degree, or equivalent, in environmental study, economics, social and sustainable development policies, management and natural resources, or any relevant education certified by qualified university. PhD on one of the relevant fields is a plus.
- Experience: At least 5 years of experience with policy formulation, advocacy and analysis related SCP, green economy, circular economy, and sustainable development, waste management, energy and renewable energy, low emission
- development strategy, environmental management, climate change, sustainable consumption & lifestyle, resource efficiency and energy efficiency in buildings, experience in implementing 3Rs: Reuse, Reduce and Recycle, eco-labelling or other forms of circular economy and SCP policy development and Hands on experience with conducting research on SCP and policy in Cambodia.

- Strong research background in analytical skills in SCP, circular economy, sustainable consumption & lifestyle, resource efficiency and energy efficiency in buildings, communication skills, and global context
- Good experience in policy formulation and monitoring
- Understanding and willing to work with government Flexibility and ability to work in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
