Summary
PURPOSE
The purpose of the Annual Early Grade Reading Assessment (EGRA) is to assess the reading competencies of Grade 1 to Grade 3 students in the 17 intervention schools and three control schools in Chhloung District, Kratie Province. The assessment will generate a comprehensive report on key reading skills, establish an annual performance benchmark for comparison across assessment cycles, identify factors influencing children's reading achievement and learning outcomes, and provide evidence-based recommendations to inform educational improvement and project implementation.
Key requirements are:
- Annual Early Grade Reading Assessment (EGRA): Assess and report on children's learning outcome indicators in accordance with the E2L Phase III Monitoring and Evaluation (M&E) Framework and EGRA standards. Findings will be disaggregated by sex, grade, disability status, intervention/control schools, and ethnic background (with particular attention to Cham students) to identify disparities and inform equitable educational interventions.
- Identify key lessons learned from the assessment and analyse strengths, challenges, and gaps in children’s reading and learning outcomes. Particular attention will be given to the learning performance and progress of Cham students to better understand their achievements, challenges, and support needs.
- Provide practical, evidence-based recommendations to strengthen project implementation, drawing on the assessment findings, lessons learned, challenges encountered, and identified best practices. The recommendations should support continuous improvement in teaching, learning, and educational outcomes for all students.
- Focus group discussions to collect qualitative data on students’ learning attitudes, engagement, and perceived changes.
Eligibility
- Advanced degree in education, evaluation, research, social sciences, or a related field; a Master’s degree is preferred. Demonstrated knowledge of primary education and early grade literacy in the Cambodian context is required.
- Proven experience designing and conducting EGRA or similar early grade literacy assessments for Grades 1–3, including tool administration, enumerator training, field supervision, data quality assurance, and analysis.
- Strong experience in mixed-methods research, including quantitative assessment, qualitative data collection, data cleaning, analysis, triangulation of findings, and production of evidence-based recommendations.
- Demonstrated understanding of education programming in Cambodia, particularly in rural and/or vulnerable communities, and the barriers affecting children’s learning, attendance, and reading outcomes.
- Proven ability to apply Gender Equality, Disability and Social Inclusion (GEDSI) principles, including disaggregation and analysis by sex, grade, disability status, intervention/control group, and ethnic background, with attention to Cham students and children with disabilities.
- Excellent written and oral communication skills, including the ability to prepare high-quality inception reports, technical summaries, presentations, and final reports in English. Khmer language skills are desirable.
- Demonstrated capacity to work collaboratively with government education officials, school staff, community stakeholders, NGO partners, and ChildFund Cambodia staff in a participatory and respectful manner.
- Practical fieldwork experience in rural Cambodia, including ability to manage logistics, supervise enumerators, ensure child safeguarding compliance, and maintain ethical standards during data collection with children.
- Applicants must submit a cover letter and CVs of all proposed team members, including relevant experience and at least two professional references. Each CV should not exceed three pages.
- Registered firms or organisations must submit a company profile and valid legal registration documents. Individual consultants must submit relevant identification and tax or registration documentation where applicable.
- Applicants must submit a concise technical proposal, not exceeding six pages, outlining the proposed methodology, sampling approach, work plan, team composition, data quality assurance measures, analysis plan, and reporting schedule.
- Applicants must submit a financial proposal with a detailed cost breakdown, including daily consultancy fees, number of working days, and all field-related costs such as travel, accommodation, materials, per diem, food, transportation, and other related expenses. The consultant is responsible for covering all field costs within the proposed fee.
