The Nurture Project Background:

HEKS/EPER (Swiss Church Aid) and Caritas Switzerland Cambodia are implementing the Nurture Project with support of the Swiss Agency for Development Cooperation. The employment contract of the Nurture Project is under HEKS. All three organizations have long experience in Cambodia and well-established working relationships with the relevant government partners and agreed to work together at least until end of 2026, probably until end of 2030.

HEKS/EPER Cambodia has been working in Cambodia since the 1980s. It currently works across parts of eight provinces in Cambodia applying a market system development approach focusing on the promotion of inclusive and sustainable agriculture, climate change resilience and food security, and securing access to land. HEKS/EPER Cambodia is also an active member of the national NGO network, NGO Forum and participates in a number of thematic networks relevant to this project.

Caritas Switzerland engagement in Cambodia started in 2001 with a thematic focus on migration and climate change. It has implemented a community based DRR project in 50 villages in Banteay Meanchey Province from 2014 to 2021. DRR Village Committees and participatory community-based planning, culminating in Community Action Plans and active FWUCs, were key activities of that project.

The Nurture Project addresses climate resilience of smallholder farmers using a systemic approach addressing a range of problems associated with financial, technical, institutional, and informational gaps, which are preventing farmers from transitioning to greater levels of resilience. The project’s overall goal is that:” Vulnerable smallholder farming households and their communities are more resilient to climate change and have increased incomes through climate proofing of agroecological farming systems. "

Component Manager for Water Governance and Irrigation Management (1 Position)

Position Summary

The Component Manager for Water Governance / Irrigation Management (CM-WG/IM) is responsible for leading the ongoing implementation of the water governance and irrigation management component of the Nurture Project. This includes applying the Integrity Management (IM) Toolbox, a participatory approach adapted for irrigation water management systems in Cambodia, to address transparency accountability of key stakeholders and governance of water management and Operations & Maintenance challenges.

The CM-WG/IM will coordinate with stakeholders, manage partners and service providers, and support adaptive project implementation in collaboration with the Team Leader, Deputy Team Leader, the Component Manager on Climate Resilient Agriculture and Market System Development, and other project staff.

Duty Station: Based in Siem Reap with frequent travel to the provinces as required.

Expectations - Duties, Responsibilities
  • Under the supervision of the Team Leader, the Component Manager is responsible for managing the component on water governance and irrigation management of the Nurture Project.
  • Lead the continued implementation of the Integrity Management Toolbox (IM) for irrigation systems, ensuring participatory engagement of stakeholders and alignment with project goals.
  • Plan, budget, monitor, and report on component activities in line with the project cycle and donor requirements.
  • Coordinate with government partners (MOWRAM, PDWRAM), Farmer Water User Communities (FWUCs) Committees, and other stakeholders to ensure effective collaboration and integration.
  • Manage contracts and special assignments related to water governance, including studies and service provider agreements.
  • Provide technical support and training to project staff and partners on IM tools and approaches. Work closely with CACH WG-IM technical advisor for technical backstopping support.
  • Organize and facilitate field missions, workshops, and stakeholder meetings.
  • Represent the project in relevant technical working groups and sector coordination platforms at national and sub-national levels.
  • Support knowledge management, learning, and documentation of best practices and lessons learned.
  • Contribute to fundraising efforts and the development of concept notes and proposals related to water governance and climate resilience.
  • Collaborate with the MRM team to ensure effective monitoring and results measurement for the component.
  • Perform other tasks as assigned by the Nurture Team Leader.
Requirements - Skills, Qualifications, Experience
  • Education and Training:
  • University degree, preferably at master’s level in water resource management (WRM), environment, natural resource management, social sciences or any relevant topics linked to water governance, land management, irrigation management, agriculture and climate change.
  • Key Skills:
  • Strong proven knowledge and skills in water resource management in irrigation and climate change issues in Cambodia.
  • Project management skills with priority planning, monitoring and implementation;
  • Strong strategic analysis and vision development skills;
  • Strong facilitation, training, coaching, and mentoring skills, with proven ability to develop and apply practical tools, techniques, and processes;
  • Ability to work effectively in a team and keeping tight deadlines with limited supervision;
  • Good communication skills in both Khmer and English, both spoken and written.
  • Occupational / professional experience and other necessary knowledge:
  • Experience with Cambodia I/LNGO or institutes that work on Water Governance and/or in a climate change adaptation context;
  • At least 3 years’ experience working in relevant field such as water management for irrigation;
  • Proven experience or good understanding in the field of agriculture;
  • Large experience of working with government WRM line agencies, sub-national government administrations, FWUCs, and local organizations;
  • Experience with the private sector related to water management would be an important asset;
  • Experience in project planning and project development;
  • Experience in project budget and financial management;
  • Knowledge in Market System Development approach would be an asset.
