Nurture Project Background:

HEKS/EPER (Swiss Church Aid) and Caritas Switzerland Cambodia are implementing the Nurture project with support of the Swiss Agency for Development Cooperation. All three organizations have long experience in Cambodia and well-established working relationships with the relevant government partners and agreed to work together at least until end of 2026, probably until end of 2030.

HEKS/EPER Cambodia has been working in Cambodia since the 1980s. It currently works across parts of eight provinces in Cambodia applying a market system development approach focusing on the promotion of inclusive and sustainable agriculture, climate change resilience and food security, and securing access to land. HEKS/EPER Cambodia is also an active member of the national NGO network, NGO Forum and participates in a number of thematic networks relevant to this project.

Caritas Switzerland engagement in Cambodia started in 2001 with a thematic focus on migration and climate change. It has implemented a community based DRR project in 50 villages in Banteay Meanchey Province from 2014 to 2021. DRR Village Committees and participatory community-based planning, culminating in Community Action Plans and active FWUCs, were key activities of that project.

Component Manager for Climate Resilient Agriculture and Market Systems (1 Position)

Position Summary

The Component Manager for Climate Resilient Agriculture and Market System (CM-CRA&MSD) is responsible for planning, implementing and supporting the climate resilient agriculture and market system development components of the project, according to the project’s goals and in consultation with the project Team Leader, Deputy Team Leader, Regional Specialist and HEKS and Caritas CH Country Offices. The major tasks include project coordination, implementation including partners/service provider management and technical support to project staff. Developing and managing cooperative agreements with government and private sector actors will be a key part of the role. He/she will be pivotal in ensuring adaptive management throughout the Nurture Project and building culture of learning within project team.

Duty Station: Based in Siem Reap with frequent travel to the provinces as required.

Report to: Team Leader and Regional Specialist for Market System and Climate Resilience

Expectations - Duties, Responsibilities
  • Under the supervision of the Team Leader, the Component Manager is responsible for developing and managing the project component of climate resilient agriculture.
  • Responsible for planning, budgeting, monitoring, evaluation, knowledge management, and reporting based on the project cycle and donor requirements.
  • Lead the project planning and concept note development for climate resilient agriculture interventions
  • Responsible for developing and updating different elements of the intervention guidelines in terms of strategy, result chains and projections.
  • Support the Team Leader in developing Term of References (ToR) and manage contracts with consultants and private companies related to assessments and interventions under the Nurture Project.
  • Lead the design and implementation of stakeholder workshops, research and market assessments.
  • Build and maintain good relationships with strategic partners from government, the private sector and community organizations and businesses (such as agricultural cooperatives)
  • Provide overall technical support and training and coaching to staff and partners on climate resilient agriculture and market systems development.
  • Participate or co-lead in project steering meetings, workshops, seminars and technical working groups (at the sub-national and national level) as a representative of HEKS/EPER, Caritas CH and the Nurture project
  • Co-lead the capitalization of best practices, lessons learnt and policy briefs and share with partners and stakeholders 
  • Responsible for the development and correct functioning of the Monitoring and Results Measurement system for the component three of the project. This includes developing result chains, intervention guides and liaising with MRM teams for timely data collection.
  • Work with the Team Leader, Deputy Team Leader, MRM unit and MSD specialist to develop and update result chains in close collaboration with project staff.
  • Work with the Nurture Team Leader and Deputy Team Leader on project quality, effectiveness, impact, and strategic steering
  • Perform other tasks as assigned by the Nurture Team Leader
Requirements - Skills, Qualifications, Experience
  • Key Requirements
  • University Degree in agriculture, agri-business, climate change, and water resource management and/or related subject.
  • Minimum 5 years of experience in climate resilient agriculture, agricultural market/value chain development and agri-business. Experience with the private sector is a plus.
  • At least 5 years of professional experience in monitoring and results measurement or as a business analyst in the field of agriculture.
  • Specific experience and training on climate resilience agriculture, market system development, inclusive business, human-centered design, and monitoring and results measurement are assets.
  • Minimum 5 years’ experience in project management, work planning and budgeting, financial management and activity reporting, monitoring & evaluation, staff and consultants’ management.
  • Experiences with implementation of Market Systems Development (MSD) in Cambodia.
  • Experienced with coordination and guidance to local partner organizations, and public and private sectors.
  • Strong communicator, ability to guide and mentor and willing to travel to project sites.
  • Flexible, creative, analytical, problem-solving, and able to work under pressure
  • Experience working with the government of Cambodia and other international development projects
  • Experience working with sub-national administration, especially local development planning processes and investment programs.
  • Experience with facilitating training and coaching
  • Ability with designing and implementing market assessments, with data collection and analysis.
  • Good writing and communication skills in English
