Component Manager - Entrepreneurship & Inclusive Finance

The Component Manager for Entrepreneurship & Inclusive Finance (CM-E&IF) is responsible for planning, implementing, and supporting the project’s interventions on entrepreneurship and inclusive finance, with a focus on business development, value addition, access to finance, and innovative climate finance solutions. The position works in close consultation with the project Team Leader, the two other Component Managers, the Senior Operations & Intervention Manager, Regional Specialist on MSD, consultants, and HEKS and Caritas Switzerland Country Offices. The major tasks include project coordination, implementation including partners/service provider management and technical support to project staff. Developing and managing cooperative agreements with government and private sector actors will be a key part of the role. He/she will be pivotal in ensuring adaptive management throughout the Nurture Project and building a culture of learning within the project team.
Duty Station: Based in Siem Reap with frequent travel to the provinces as required.
Report to: Team Leader
- Under the supervision of the Team Leader, lead the strategy and development of the Entrepreneurship & Inclusive Finance component of the Nurture Project.
- Manage and implement strategies that strengthen entrepreneurship, enterprise development, financial inclusion and access to finance, and expand climate finance opportunities for smallholder farmers, rural communities and micro, small and medium-sized enterprises (MSMEs).
- Lead project planning and concept note development for entrepreneurship and inclusive finance interventions.
- Oversee contracts and develop Terms of References with private companies, consultants, and other partners for interventions, studies, assessments, and services under the IP3 or inclusive finance, ensuring high-quality deliverables and compliance with project standards.
- Lead the design and implementation of stakeholder workshops, research, assessments, and financial ecosystem assessments.
- Build and maintain good relationships with strategic partners from government institutions, financial service providers, private sector, business associations, community organizations, enterprises, and farmer groups (for example Agriculture Cooperatives and Farmer Water User Communities).
- Supervise Intervention Managers, and provide overall technical support, training, coaching and mentoring to staff and partners on entrepreneurship development, financial inclusion, climate finance, and market systems development.
- Participate in or co-lead internal project coordination meetings, as well as project steering meetings, workshops, seminars, and technical working groups (at sub-national and national levels) representing the Nurture Project, and HEKS/EPER and Caritas Switzerland, .
- Support knowledge management activities, including internal reflection processes and the capitalization and dissemination of best practices and lessons learned, and contribute to the development of policy briefs with partners and stakeholders.
- Lead the development and effective functioning of the Monitoring and Results Measurement system for IP3 and finance, including the development and regular updating of results chains and intervention guides, and collaborate closely with the MRM team to ensure timely data collection, effective results measurement, learning, and adaptive management.
- Work closely with the two other Component Managers, the Senior Operations & Intervention Manager, the MRM Unit and the Team Leader on project quality, effectiveness, impact, and strategic steering.
- Perform other tasks as assigned by the Nurture Team Leader.
- English - Fluent
- Bachelor's Degree in business management, entrepreneurship, innovation, finance, economics, business, environmental economics, and/or related subject
- Entrepreneurship development, financial inclusion, SME development, investment facilitation, climate finance, or with the private sector for 5 years as a minimum
- Project management, monitoring and results measurement, work planning and budgeting, financial management and activity reporting, evaluation, and staff and consultant management for 5 years as a minimum
- Specific experience and training in Market System Development (MSD), inclusive business, human-centered design, or as business analyst, investment analyst, or enterprise development specialist are assets.
- Experience working with financial institutions, investment funds, business development service providers, local partner organizations, cooperatives, producer groups, public stakeholders and private sector actors.
- Strong communicator, able to guide and mentor others, to facilitate training and coaching, and willing to travel to project sites.
- Experience working with the Government of Cambodia and with sub-national administration, especially local development planning processes and investment programs.
- Ability to design and implement market assessments, entrepreneurship ecosystem assessments, financial sector assessments, and data analysis.
- Good writing and communication skills in English.
- Flexible, willing to travel to project sites, creative, analytical thinking, problem-solving skills, and able to work under pressure.
- Strong communication skills and the ability to facilitate, coordinate, and work with diverse stakeholders, to guide and mentor others and to facilitate trainings and coaching.

- Strong understanding of entrepreneurship ecosystems, SME development, financial inclusion, and private sector engagement.
- Knowledge of climate finance mechanisms, innovative finance, green investment, and sustainable business models.
- Experience with design thinking, innovation approaches, and business model development is an asset.
