Project Overview:

USAID Cambodia Malaria Elimination Project-2 is goal is to eliminate malaria and prevent its re-introduction in target provinces, contributing towards nationwide elimination, and leading efforts towards self-reliance and sustained, self-financed malaria programming.The CMEP overall approach is through the development and scale-up of innovative and evidence-based malaria interventions that have proven success and relevance to Cambodia. CMEP-2 will work collaboratively with CNM, PHDs/ODs, as well as PMI, and other malaria control partners to develop and adapt interventions that are evidence-based, locally relevant, and scalable.CMEP-2 will support provincial health departments (PHDs) and operational districts (ODs) to monitor malaria data and tailor interventions by level of risk.Particular attention will be paid to high-risk populations.

Position Summary

Project Name: USAID Cambodia Malaria Elimination Project - 2

Salary: Commensurate with required experience and qualifications

Reports to: Senior Technical Advisor for Malaria Control & Elimination & 25% to COP on Compliance task

Duties & Responsibilities:
  • The Compliance and Sub-Grants Coordinator will be responsible for the following activities:
  • Sub-Grant Management
  • Overall responsible for sub-grants planning, management, monitoring and reporting.
  • Negotiates contracts, sub-contracts and modifications, advises upper management of risk involved and takes the lead in disputes concerning contractual issues;
  • Monitors sub-contractors for deliverables, invoices, compliance with regulations, as well as terms and conditions;
  • Monitor compliance with contract terms and conditions, obligated amounts and funding within contract;Supports finance team on budgeting in building strong partnerships with local organizations and stakeholder to provide input into setting the direction of the organization from an operations perspective;
  • Be responsible for cash advance requests for Sub Grants support project, obtaining proper authorization and ensuring their timely sending to the field office;
  • Develop weekly and bi-weekly wire projections for CMEP 2 Finance team; Develop monthly financial projections for sub-grants.
  • Work closely with sub-grants directors to ensure smooth implementation of the project and address any gaps timely.
  • Ensure the sub-grants contracts is implemented in the way it is written and work closely with program coordinator at URC HQ on all contractual requirements and financial reviews and approvals.
  • Prepare and advice sub-grant monthly staff salary and overtime cost if any;
  • Prepare monthly financial disbursement report in soft copy and hard copy and sent to URC HQ.
  • Work closely with STA and COP on any sub-grants contracts and project implementation challenges and issues and communicate fairly while coordinating with the sub-grants management team.
  • Work in coordination with the SBCC specialist and ensure all SBCC strategy and approaches are incorporated in the plan and is implemented with quality. Ensure appropriate financial support is provided to conduct these activities.
  • Submit all sub-grants report in time to STA and COP for approval,
  • Lead on the sub grants joint monitoring visits and facilitate the quarterly meeting along with the SBCC specialist.
  • Compliance
  • Serve as the principal point of contact for fund management and compliance issues;
  • Design or setup methodology for project inspection;
  • Conduct field visits to ensure accuracy of submitted financial reports and follow up on any irregularities with in-depth investigations;
  • Ensure that project functioning is in compliance with policies and procedures; 
  • Improve CMEP staff capacity on financial management and compliance with defined rules and regulations;
  • Monitor all agreements/contracts. Give opinion on adequacy of offices’ internal controls both central and field levels;
  • Help develop and deliver training curricula on financial issues as required;
  • Report findings, make recommendation, suggest action taken;
  • Coordinate with the CMEP 2 project team to ensure dissemination of lessons learned.
  • Report to COP on any irregularities and regularly plan compliance site visits in agreement with field teams and STA.
  • Prepare compliance report in time and submit to COP, lead on the follow up action with CMEP 2 teams.
Requirements:
  • Required Experience & Qualifications
  • Bachelor Degree in accounting and Finance qualification or equivalent;
  • A minimum of 4 years’ experience in financial management;
  • A minimum of 4 years’ experience in funds and contracts management;
  • Knowledge and experience of US government rules and regulations;
  • Relevant experience in building capacity of local organizations and their staff;
  • Fluency in writing and spoken English and Khmer;
  • Demonstrate willingness to work with others in an interactive team setting. Be enthusiastic and eager to learn new things;
  • Good interpersonal, organizational and team building skills;
  • Be honest, pro-active, working hard, good health and high patient;
  • Computer literacy (Microsoft Word, Excel, Access and QuickBooks as an advantage).
