The Community Empowerment and Development Team (CEDT) is a Cambodian NGO established in May 2009 and registered with the Ministry of Interior in 2010 as a local no-n profit organization with the goal to strengthen urban poor communities to improve their housing conditions, security of tenure and ultimately realis their housing rights.

CEDT works towards securing tenure and realizing the housing rights or urban communities by empowering the communities through the provision or knowledge and the process of participatory planning: include Community/ GIS mapping, possession and land rights documentation, community strengthening, and pro- poor technical advice on infrastructures, access to public services and housing improvement, and housing solution options.

Vision: Our vision is a Cambodian whose community increases their self-empowerment and have the skills and self-determination to resolve their problems themselves, and work cooperatively to improve their housing conditions and achieve tenure security.

Mission: Our mission is to empower communities to manage their own development and improve their housing conditions through the provision of knowledge, pro -poor technical training and assistance for long-term development and sustainability of communities and strengthen relationships with local authority.

CEDT Programs

CEDT works to achieve Its goals through four programs:

  1. Community, Mapping, Planning and Upgrading Program (CMPUP),
  2. Community Participation in Local Governance (CPLG,)
  3. Community Development and Environment Program (CDEP) and
  4. Community Research and Documentation Program (CRDP).

Community Outreach Officer

Position Summary

CEDT is looking for staff as Community Outreach Officer (CO) (1 persons) to be placed ln the organization for 3 years (full time) project duration from June 2022 to June 2027.

Project Location: Phnom Penh City.

Salary: 350-450 USD Per month including tax)

Benefit: Seniority Pay, Thirteen-month salary

Monthly supported: Communication card & gasoline fee for field work

Expectations - Duties, Responsibilities
  • Roles and Responsibility:
  • Conduct a livelihood assessment survey prior to the implementation of the aforementioned activities, in order to evaluate the economic opportunities around the target communities (economic context, sector of employment, types of existing micro-business, saving, etc.), specifically through participatory mapping of opportunities provider.
  • Work closely with the project team and NGO partner to identify 60 members for micro grant, vocational training and 100 members for community saving from the target communities for the micro grants program based on the criteria selection grid, prepare the grant letter and the process of the grants release.
  • Coordinate with the Business Consultant to provide training on micro business plans to the selected 60 families and coaching them in micro-business activities includes design and development of individually tailored business plans and assisting the target beneficiaries to purchase the materials, equipment needs to support the business operation.
  • Coordinate and select with the community saving group to provide training on community saving, assist community structure and coaching, monthly meeting, follow up community cash flow in each saving group, provide the materials, equipment needs to support the saving operation.
  • Co work with the project team staff to identify the partner /and the vocational training opportunities for the beneficiaries and define the referral agreement with the training service provider for the vocational training and support the beneficiaries for the job placement.
  • Develop technical Kobo and google doc tool for data follow-up month+1, +3 and month+6 with case on hand beneficiary 60 families and community saving 100 families. And facilitate Exposure visit / Networking Internal reflection workshop.
  • Prepare the project document such as the micro grants and saving document, activities plan for executing the business plan and facilitate the full process of the micro grants and business operation of the target beneficiaries.
  • Participate in the PASSA meeting and partner meeting, and share the progress of the project activities and promote the CEDT work mission under the Hali project.
  • Organize meetings and workshops with community, NGOs partners, local authority and other key stakeholders, in communities and hotels, ensure that this activity goes well.
  • Collaborate with Sangkat every time there are meetings and other activities by preparing letters and agendas, concept note, and Lesson plan, slide the presentation to inform the activities to be implemented in the community and other place
  • Report/ Meeting and Administration
  • Co prepares the monthly report/success stories, meeting minutes and submit to the Project Manager as well as do the maintaining and updating the data tracking of the project on a regular basis.
  • Maintain the project document both in soft and hard copy and ensure the documents are well secured and well maintained and take good care of assets and properties of CEDT and PE&D.
  • Develop slide presentations for monthly meetings, and update progress of project Hali.
Requirements - Skills, Qualifications, Experience
  • Understanding and having experiences working with local communities and local authorities.
  • Communicate with partners, local authorities, PASSA, community leader and relevant stakeholders and partner to share the project activities, project progress and receive the feedback
  • Participate in the relevant training provided by partner, partner monthly coordination, PASSA meeting and partner meeting, and share the progress of the project activities and promote the CEDT work mission under the Hali project.
