Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 41 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 6 Community Development Programs and 1 Social Enterprise in 4 provinces and 1 city of Cambodia. GNC is now working with key sustainability partners and relevant departments of government and NGOs to promote positive impacts for vulnerable people, especially children.

Community Development Project Manager (1 Position)

Position Summary

Location: Snoul district, Kratie province

Besides basic salary, the successful candidate will be offered a competitive salary and other benefits such as 13th-month salary, seniority fund, health, life and accident insurance for 24 hours, and phone card allowance. Moreover, working condition comply and benefit with Cambodia Labor Law.

Duties & Responsibilities:
  • Management and Leadership
  • Manage and lead the CDP staff to ensure good individual and team performance in support of quality ministry and good stewardship, through coaching, mentoring and regular meetings.
  • Facilitate effective teamwork, coordination and work planning between CDP coordinator Community Development Facilitators (CDFs), Sponsorship Service Facilitators (SSFs), Education Facilitator and other staffs in support of ministry objectives.
  • Ensure that staff understand & follow the GNC’s child protection policy that efforts are taken to respond promptly & appropriately to child protection incidents, and that awareness raising for prevention & reporting.
  • Project Design
  • Ensure that projects comply at all stages with GNC standards for Design, Monitoring and
  • for quality documentations.
  • Ensure that project priorities and approaches are based on community needs and align with GNC’s strategies to promote community empowerment.
  • Identify and ensure the effective utilization of different funding resources (e.g. general fund, designated fund, grant, local fund and Government fund etc.) needed to support project objectives with accountability.
  • Ensure empowerment, gender balance, and child protections etc. are integrated into planning and implementation of projects.
  • Monitoring, Evaluation and Accountability
  • Ensure monitoring system and tools are developed and used by CDFs & SSF and Education Facilitator to track the progress of project implementation, and to capture learning.
  • Coordinate processes for CDP’s monitoring and evaluation and resource tracking for promoting learning and reflection.
  • Coordinate revision of plans, PoA, budget in response to monitoring, reflection and learning with the community and the CDP Team for better planning.
  • Manage and report on the budget according to GNC’s guidelines/policy, while ensuring the highest levels of financial integrity with accountability and transparency.
  • Monitor budget and designated fund, project spending against PoA. Ensure projects responsibly spend up to the level of approved PoA and/or provide adequate explanations for any significant variances for good stewardship and accountability.
  • Submit monthly, quarterly, semi-annual/annual report, annual review, designated fund report and others to ODM in quality and timely manner.
  • Ensure compliance with sponsorship standards and integration of child sponsorship, child protection policy with community development projecting in accordance with Sponsorship and business process and policies to transform sponsored children, families and community.
  • Implementation Coordination and Learning
  • Ensure effective strategic, operational and administrative coordination within the project.
  • Coordinate with all staff and key partners (especially, community development committee (CDC)) to ensure and support project implementation that promotes sustainable, holistic transformational development.
  • Ensure the CDFs, Education Facilitator, SSFs and other staffs work together to make Detail Implementation Plan (DIP) including community participation processes and work well together to implement them.
  • Coordinate and network within and outside of GNC to secure necessary technical, human and financial resources to support project implementation.
  • Coordinate and host visits of sponsors, donors, and GNC staff from other offices and coordinate with communication all media and film crew visits to the project area.
  • Effectively coordinate implementation of child sponsorship business (e.g. new child finding, ACL, APR and child case management…etc.) in quality and timely manner.
  • Ensure that staffs are able to access appropriate training opportunities, according to staff needs and organizational priorities.
  • Conduct regular learning reflections with team to continuously improve the empowerment and mobilization approach.
  • Other tasks assigned by the line manager.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in development and project management or related field.
Work History:
  • Appropriate professional experience in management and leadership of a comparable community development project/program for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Sound experience in project and program design, implementation, monitoring, evaluation, and report writing.
  • Competent in written English communication, computer literate (Ms. word, excel, PPT)
  • Willing travel overnight stay in the community.
Soft Skills
  • Good development facilitation including empowerment, community mobilization and transformational development.
  • Good interpersonal, communication and networking skills.
