The Tonle Sap Basin is a vital agricultural region for Cambodia, significantly contributing to national food security through its extensive rice production and rich biodiversity. However, the area faces growing challenges due to climate change impacts, which threaten agricultural productivity and ecosystem resilience.

The Royal Government of Cambodia (RGC), through the Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL) Project, is implementing adaptive measures to promote climate-sensitive agricultural practices that will bolster the resilience of the local agrarian communities. The project focuses on improving the climate resilience of smallholder farmers by fostering capacity building and establishing public-social-private partnerships.

The PEARL Project supports the implementation of Farmer Field Schools (FFS) to enhance the knowledge, skills, and practices of farmers in sustainable agriculture. To expand the outreach and ensure better retention and practice of the curricula by farmers, there is a need to translate the technical content into user-friendly promotional materials. These materials must be designed in a way that farmers can easily understand and apply, and be accessible through commonly used communication channels (e.g., print, audio-visual, social media, community radio, etc.).

Position Summary

Contract/Level: Individual Consultant (IC)

Reporting Lines

The Communications Specialist will report to the Project Manager and National Project Director (NPD) under GDA/MAFF and collaborate closely with the PEARL Project team.

Objective of the Assignment

The primary objective of this assignment is to develop engaging, easy-to-understand promotional materials based on the FFS curricula that enable farmers to grasp key messages and apply them effectively in their farming practices. The materials should also be designed to ensure wide dissemination and accessibility.

Expectations - Duties, Responsibilities
  • Scope of Work
  • The Communications Specialist will be responsible for the following tasks:
  • Review existing Farmer Field School curricula and identify key topics/messages for promotion.
  • Work closely with technical teams and communications staff to extract practical, farmer-friendly messages.
  • Develop a set of promotional materials (such as posters, brochures, leaflets, infographics, short videos, radio scripts, social media content, etc.).
  • Design promotional materials in formats suitable for integration into FFS curricula and dissemination through various channels, including Facebook, YouTube channels, and mobile applications (e.g., Tonle Sap App, Chamka, and Ecokasekor).
  • Pre-test materials with target farmers and revise based on feedback to ensure clarity, cultural relevance, and usability.
  • Ensure that the materials are culturally appropriate, gender-sensitive, and accessible to users with varying levels of literacy and technological proficiency.
  • Propose appropriate dissemination strategies and communication channels tailored to rural and farming communities.
  • Provide final high-resolution and editable versions of all materials in relevant formats (print and digital).
  • Prepare a short user guide for facilitators or extension workers on how to use the materials effectively with farmers.

Requirements - Skills, Qualifications, Experience
  • The Communications Specialist should have:
  • Proven experience in communication for development (C4D), agricultural extension, or rural communication.
  • Strong skills in content creation, graphic design, and/or multimedia production.
  • Experience working with farmer education programs, preferably Farmer Field Schools.
  • Familiarity with rural and agricultural contexts, especially in [country/region].
  • Ability to communicate effectively with both technical and non-technical audiences.
  • Fluency in Khmer and English is required.

 The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out with the Royal Government of Cambodia (RGC)’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed project/programs (PM), promulgated through Sub-decree 181, dated December 2019.
