Scope of Work

The main scope of work is on external communication and visibility by ensuring timely, accurate, and high‑quality production of communication materials. This service includes drafting and editing content, managing media relations, and overseeing digital and social media platforms. S/He will also produce and edit short videos and design creative materials to strengthen Habitat for Humanity Cambodia’s branding and donor visibility. In addition, the service provider handles IT support and troubleshooting for users in HFHI-Cambodia office (PP, SR, BTB).

Deliverable Services and Outputs

The consultant ensures that the deliverable tasks and outputs are completed within the agreed tasks and timeframe.

Payment schedule:

The payment will be made after submitting the confirmation of the monthly report for the release of the payment requested by the Resource Development and Communications Coordinator.

Transfer the fee to the Service Contractor’s bank account directly.

Eligibility

  • Education:
  • Professional certificate or degree in communications, digital media, information technology or a related field is required.
  • Experience:
  • At least two years of experience in communications, media relations, or development projects with direct responsibility for producing communication materials.
  • Proven experience in content development, social media management, and media coordination.
  • Hands-on experience in short video production, editing, and creative design.
  • Experience in handling IT support, troubleshooting, and digital data management.
  • Preferred – in addition to the minimum:
  • Strong skills in graphic design and multimedia editing software (e.g., Adobe Creative Suite or equivalent).
  • Demonstrated ability to manage digital platforms and create engaging campaigns.
  • Good command of English and Khmer, both written and spoken.
  • Ability to travel to field locations for documentation and story collection.
  • Strong commitment to people-centered development and donor visibility.

Submission Requirements

Administration

Duration of the Service Contractor: The starting date is from 01 August 2026 to 31 January 2027 (six months). The contractor is required to work from HFHI-C office base at regular office hours, and the work result refers to a monthly service delivery report.

Tax arrangements: The Service Contractor will offer only the net amount in the financial proposal. Any applicable tax is borne by HFHI-C.

  • This is a competitive procurement of the service contractor. The potential candidate will need to submit his/her expression of interest letter and updated CV through e-mail provided in the contact details by 5:00PM on 20th July 2026.

Management and Coordination:

  • The service contractor will report to and be under the management of the Senior Manager – RD and Communications. Successful accomplishment of the agreed work plan is subject to be reviewed and approved by direct supervisor.

Throughout the design and conduct of the assessment, the consultant/contractor is expected to adhere to the Habitat Code of Conduct, including the Safeguarding Policy, ensuring that all measures are taken to protect the rights, safety, and welfare of the individuals and communities involved. The consultant/s should guarantee that the analysis is technically accurate and reliable and conducted transparent and impartial. Habitat will own all products resulting from this analysis. Without prior authorization in writing, the consultant/s will not be allowed to present any of the results or use any product resulting from the analysis as his or her own or for private publication purposes.
