The project “Building Climate Resilience of Communities in Cambodia’s Protected Landscapes: Biodiversity-Friendly Crop-Livestock Systems for Adaptation (SCALE+)”, implemented by Ministry of Environment (MoE) and Ministry of Agriculture, Forestry and Fisheries (MAFF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and funded by the Global Environment Facility (GEF), is seeking qualified candidates for the following positions:

Communication Specialist

Position Summary

Location: Based in Ministry of Environment.

The Communication Specialist will be responsible for the design, implementation, coordination, and monitoring of the project’s communication and visibility strategy to ensure effective dissemination of project objectives, achievements, lessons learned, and impacts.

Under the direct supervision of the National Project Manager (NPM), and in close collaboration with the Technical Adviser and FAO team, the Communication Specialist will ensure that communication and knowledge products meet high standards of quality and align with FAO and Global Environment Facility (GEF) visibility requirements, while adhering to approved timelines and budgets.

The Communication Specialist will support cross-cutting communication needs across all project components.

Duties & Responsibilities:
  • Communication Strategy and Planning
  • Develop and implement a comprehensive Project Communication and Visibility Strategy aligned with FAO and Global Environment Facility (GEF) guidelines.
  • Prepare annual communication workplans with clear targets, indicators, and timelines.
  • Coordinate with and provide inputs into FAO regional and global communication efforts.
  • Ensure gender-responsive and inclusive communication approaches.
  • Ensure compliance with donor visibility and branding requirements.
  • Content Development and Knowledge Products
  • Develop high-quality communication materials, including:
  • Project briefs and fact sheets
  • Success stories and human-interest stories
  • Case studies and lessons learned
  • Policy briefs
  • News articles and press releases
  • Brochures, leaflets, banners, and visibility materials
  • Document best practices in climate-resilient crop-livestock systems, biodiversity conservation, sustainable land management, and inclusive value chains.
  • Support documentation of participatory assessments, restoration activities, livestock improvement initiatives, and community adaptation interventions.
  • Media and Public Engagement
  • Establish and maintain relationships with national and sub-national media.
  • Organize press briefings, media field visits, and project launch/closing events.
  • Draft speeches, talking points, and presentations for senior officials.
  • Promote project achievements through traditional and digital media channels.
  • Digital Communication and Social Media
  • Manage and provide regularly update of project-related contents to MAFF, MoE and FAO Cambodia for posting on digital platforms and social media.
  • Develop multimedia products (short videos, photo stories, infographics).
  • Ensure appropriate archiving of photos, videos, and communication assets.
  • Knowledge Management and Learning
  • Contribute to the development and implementation of the project's knowledge management strategy.
  • Capture and disseminate lessons learned and good practices to support replication and scale-up.
  • Support experience sharing workshops, learning events, and cross-site exchanges.
  • Collaborate with research institutions and technical partners to translate evidence into accessible communication products.
  • Support to Monitoring and Reporting
  • Provide communication inputs to semi-annual and annual progress reports.
  • Document project milestones and impacts aligned with the Results Framework.
  • Develop communication indicators and track performance of outreach activities.
  • Capacity Building
  • Build communication capacity of CPA committees, community producer groups, and local authorities.
  • Provide guidance on storytelling, documentation, and visibility compliance.
  • Support youth and women’s engagement in communication and advocacy initiatives.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Good
Qualifications:
  • Postgraduate Degree in Media, Communication and Digital Information and Development Studies, Environmental Management, Agricultural Economics, Statistics, or related field
  • Bachelor's Degree in communications, Journalism, Public Relations, or a related field
Work History:
  • Communication for development, climate change, or donor-funded projects (FAO/GEF experience preferred) for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong writing and editing skills in English and Khmer language.
  • Experience producing digital content, photography, and videography.
  • Ability to translate technical information into clear, engaging messages.
  • Strong coordination and interpersonal skills.
  • Capacity to develop and implement a comprehensive SCALE+ Communication and Visibility Strategy aligned with MoE, MAFF, FAO, and GEF requirements.
  • Experience translating complex climate adaptation, biodiversity conservation, and crop–livestock system interventions into compelling narratives.
  • Ensure branding compliance (FAO, GEF, government visibility guidelines).
  • Build and maintain relationships with national and provincial media outlets.
  • Draft press releases, media advisories, talking points, and key messages.
  • Coordinate media coverage during project launches, field missions, and high-level visits.
  • Prepare spokespersons (PMU, MoE leadership) for interviews and public engagements.
  • Manage crisis and reputational communication when needed.

Provincial Coordinator

Position Summary

Location: Based in Provincial Department of Environment (PDoE) in Kampong Thom Province

The Provincial Coordinator will be responsible for the effective coordination, implementation, monitoring and reporting of project activities at the provincial level, ensuring timely and quality delivery of outputs under all four project components.

The Provincial Coordinator will work under the direct supervision of the National Project Manager (NPM), in close collaboration with the Technical Adviser, FAO technical teams, relevant provincial departments (including Provincial Departments of Environment, Agriculture, Women’s Affairs, and Planning), local authorities, community protected area (CPA) committees, and other implementing partners.

The primary responsibility of the Provincial Coordinator is to ensure that project results at the provincial level are achieved in line with the approved project document, work plans and budgets, while maintaining high technical quality, strong stakeholder engagement, gender responsiveness, and compliance with FAO and Global Environment Facility (GEF) requirements.

Duties & Responsibilities:
  • Project Coordination and Implementation
  • Coordinate and oversee day-to-day implementation of project activities across targeted CPAs/community within the assigned province.
  • Ensure alignment of provincial activities with the overall project framework, annual work plans and budgets.
  • Facilitate integration of community adaptation priorities into Commune Investment Plans (CIPs) and Commune Development Plans (CDPs).
  • Support harmonization of land use planning and biodiversity-friendly crop-livestock systems within community zones.
  • Ensuring gender equality, youth inclusion and social safeguards are mainstreamed across all interventions.
  • Stakeholder Engagement and Institutional Strengthening
  • Strengthen collaboration with Provincial Departments of Environment (PDE), Provincial Departments of Agriculture, Forestry and Fisheries (PDAFF), Provincial Department of Women’s Affair (PDWA) and other relevant line departments.
  • Support capacity building of CPA committees, community-based organizations, producer groups and SMEs.
  • Facilitate inclusive community-based governance structures for sustainable natural resource management and climate change adaptation focusing on sustainable cropping -based livestock system
  • Promote coordination between local authorities, community leaders and project stakeholders to ensure ownership and sustainability.
  • Technical Support and Field Supervision
  • Support identification and implementation of resilient ecosystem-based land and water management practices.
  • Facilitate adoption of biodiversity-friendly integrated crop-livestock systems and improved livestock breeds and breeding management systems.
  • Coordinate implementation of community animal health programs and climate information services.
  • Oversee activities implementation by service providers, consultants and partner organizations at provincial level.
  • Ensure that value chain development, agribusiness incubation and market-based incentive mechanisms are effectively implemented.
  • Monitoring, Reporting and Knowledge Management
  • Contribute to establishment and operationalization of the project M&E system at provincial level.
  • Collect, verify and report progress data, including beneficiary outreach, gender-disaggregated indicators and land restoration achievements.
  • Prepare quarterly and annual progress reports for submission to the National Project Manager.
  • Document lessons learned, best practices and success stories for knowledge sharing and scale-up.
  • Support research collaboration and evidence-based planning processes at provincial level.
  • Financial and Administrative Oversight
  • Support preparation of provincial-level annual work plans and budgets.
  • Monitor expenditures to ensure compliance with approved budgets and FAO procedures.
  • Ensure timely procurement planning and coordination with FAO administrative teams.
  • Identify implementation risks and propose mitigation measures.
  • Safeguards, Gender and Inclusion
  • Ensure compliance with environmental and social safeguards frameworks.
  • Promote equitable participation of women (target 50% beneficiaries), youth and vulnerable groups.
  • Monitor and report on gender-transformative outcomes and inclusive livelihood development.

  • Previous experience in community-based natural resource management, protected areas, and/or climate resilience projects is highly desirable.
  • Demonstrated experience in gender mainstreaming, participatory approaches, and working with marginalized or vulnerable groups.
  • Strong leadership, coordination, and interpersonal skills.
  • Ability to work with multiple stakeholders including government, community, and development partners.
  • Problem-solving and decision-making skills in complex environments.

Gender and Social Inclusion Consultant

Position Summary

Location: Office in MOE or Homebased

The consultant will be contracted for the first year (2026-2027) for up to 60 working days. Subject to satisfactory performance, project requirements, and availability of funds, the contract may be renewed annually until 2029, with a maximum cumulative total of 300 working days over the project duration.

The Gender and Social Inclusion Consultant will ensure the systematic integration of gender equality, youth engagement, and social inclusion across all project components and outputs, contributing to effective implementation and equitable project outcome.

The consultant will work under the direct supervision of the National Project Manager (NPM) at the Ministry of Environment (MoE) and in close collaboration with the SCALE+ project team, FAO technical teams, relevant government ministries (MoE, MAFF, and the Ministry of Women’s Affairs – MoWA), sub-national authorities, community-based organizations, Community Protected Areas (CPAs), Community Forestry groups (CFs), and other stakeholders.

The consultant will also work closely with the M&E Specialist to ensure that gender equality, youth engagement, and social inclusion indicators and activities are implemented and monitored in accordance with the Project Document (ProDoc) and project results framework.

Duties & Responsibilities:
  • Gender and Social Inclusion Mainstreaming
  • Ensure the integration of gender equality, youth engagement, and social inclusion across all project components and activities.
  • Provide technical guidance to the project team to ensure gender-responsive and socially inclusive approaches in project planning and implementation.
  • Support the development of gender-responsive and inclusive project strategies, guidelines, and operational plans.
  • Gender and Social Analysis
  • Conduct gender and social inclusion assessments in the target provinces and project sites.
  • Identify barriers and opportunities for the participation and empowerment of women, youth, Indigenous Peoples, and other vulnerable groups.
  • Address the social-climate nexus in the analysis, to identify climate change and environmental degradation disproportionally affecting women and other vulnerable social groups.
  • Provide recommendations to ensure equitable access to project resources, services, and benefits.
  • Capacity Building and Awareness
  • Design and deliver training and capacity-building activities on gender equality, youth participation, and social inclusion for government partners, project staff, and community stakeholders.
  • Support community awareness activities to promote inclusive participation in climate-resilient and biodiversity-friendly livelihood activities.
  • Monitoring, Evaluation, and Reporting
  • Collaborate with the M&E team to develop and track gender-sensitive indicators and targets aligned with the project results framework.
  • Support the collection and analysis of sex-disaggregated and age-disaggregated data.
  • Contribute to project progress reports and gender-related reporting to FAO and GEF.
  • Stakeholder Engagement and Participation
  • Promote inclusive stakeholder engagement, ensuring meaningful participation of women, youth, and marginalized groups in project activities.
  • Facilitate gender-responsive consultations with communities, CPAs, CFs, and local authorities.

  • Document lessons learned, success stories, and good practices related to gender equality and social inclusion.
