Position Summary

Duties & Responsibilities:
  • Develop and implement a comprehensive communications strategy aligned with GEF guidelines and the project's Knowledge Management and Stakeholder Engagement Plans.
  • Coordinate communication across all project outputs, ensuring clarity, consistency, and alignment with project goals and stakeholder needs.
  • Organize and support stakeholder engagement processes.
  • Facilitate transparent and inclusive communication with all stakeholder groups, including government agencies, community members, the private sector, NGOs, and academia.
  • Support training and capacity-building initiatives for government personnel and community members, including collaborating with technical leads to design and disseminate training materials.
  • Monitor and evaluate the effectiveness of communication and stakeholder engagement efforts.
  • Serve as the primary liaison between the project and media outlets.
  • Facilitate effective internal communication among project partners, government ministries, and implementing entities.
  • Perform other duties as required by the National Project Manager.

Qualifications:
  • Master's Degree in Communications, , Public Relations, Development Communication, Environmental Sciences, or a related field is preferred
Work History:
  • Communications, public relations, media relations, knowledge management, or stakeholder engagement for 5 years
Skills & Knowledge:
General & Technical Skills
  • Experience working with development projects funded by UN agencies, GEF, GCF, bilateral donors, DPs, INGOs, or government programmes particularly with MoE is highly desirable.
  • Proven experience in designing and implementing communication and visibility strategies.
  • Proven ability to develop and implement a Communication and Visibility Strategy aligned with the requirements and guidelines of the Ministry of Environment (MoE), UNDP, DPs and the Global Environment Facility (GEF).
  • Demonstrated experience in translating complex technical interventions related to climate change adaptation, agroforestry, biodiversity conservation, and integrated crop systems into clear, compelling, and audience-friendly narratives, reports, and communication products.
  • Experience producing communication and outreach materials including: Success stories; Case studies; Newsletters; Press releases; Brochures and fact sheets; Social media content and Videos and photo stories.
  • Experience managing websites, social media platforms, and digital communication campaigns.
  • Experience organizing workshops, public awareness campaigns, media events, field visits, and stakeholder consultations.
  • Demonstrated experience in photography, videography, graphic design, and multimedia content development.
  • Experience documenting lessons learned, best practices, and project impacts.
  • Ensure compliance with branding and visibility requirements of the Ministry of Environment (MoE), DPs, the Global Environment Facility (GEF), and relevant government guidelines.
  • Ability to translate technical information into user-friendly communication products.
  • Knowledge of communication and visibility requirements of UNDP, GEF, and development partners.
  • Proficiency in graphic design software such as Adobe Photoshop, Illustrator, InDesign, Canva, or equivalent.

Monitoring and Evaluation Officer

Duties & Responsibilities:
  • Design the project's Monitoring, Evaluation, and Learning (MEL) Framework and System at project inception.
  • Develop project-specific M&E tools as required.
  • Develop Standard Operating Procedures (SOPs) for data collection, analysis, and reporting.
  • Contribute to the integration of M&E considerations into project activities, including the development of:
  • Monitoring and response mechanisms for communication and awareness-raising programmes;
  • Guidelines for monitoring agroforestry practices;
  • Monitoring components for performance-based incentive schemes;
  • Monitoring mechanisms to ensure compliance with market development incentives;
  • Monitoring components for a gender-responsive communication strategy and action plan.
  • Ensure that the project's M&E system meets the requirements of the Government, the UNDP Country Office, and UNDP-GEF.
  • Monitor project progress and contribute to the preparation of progress reports, ensuring compliance with reporting requirements and quality standards, including inputs to the annual Project Implementation Reports (PIRs).
  • Oversee and ensure the implementation of the project's M&E Plan, including periodic reviews of the project's Theory of Change and Results Framework in relation to actual and potential project progress and results.
  • Oversee and provide guidance on the design of surveys and assessments commissioned to monitor and evaluate project results.
  • Facilitate the project's Mid-Term Review (MTR) and Terminal Evaluation (TE), including the preparation of management responses.
  • Facilitate annual project reviews and produce analytical reports based on review findings, including lessons learned and other knowledge management products.
  • Support project site monitoring, evaluation, and learning missions.
  • Conduct field visits to project sites as required to assess project progress on the ground and validate reported results.

  • Demonstrated experience in designing and implementing Monitoring and Evaluation (M&E) frameworks and performance measurement systems.
  • Experience working with the Ministry of Environment (MoE), government agencies, and donor-funded projects (e.g., UNDP, GCF, GEF, Adaptation Fund, LDCF, ADB, USAID, EU, and the World Bank) is highly desirable.
  • Proven experience in developing M&E frameworks, indicators, baseline assessments, data management systems, and reporting mechanisms.

Gender and Safeguard Officer

Duties & Responsibilities:
  • Support the preparation of the Environmental and Social Impact Assessment (ESIA) and Strategic Environmental and Social Assessment (SESA), and the development of the Environmental and Social Management Plan (ESMP).
  • Assist the Project Coordinator in monitoring project progress and contribute to the preparation of progress reports, ensuring compliance with gender and environmental and social safeguard reporting requirements and standards.
  • Oversee and guide the design of surveys, assessments, and assignments to ensure compliance with UNDP Gender Equality and Environmental and Social Safeguards (SES) requirements and that gender and minority group concerns, including those of Indigenous Peoples, are adequately addressed.
  • Assist the Project Coordinator in ensuring that project implementation, including the Gender Action Plan, Stakeholder Engagement Plan, Indigenous Peoples Planning Framework, and Environmental and Social Management Framework, complies with UNDP Gender Equality and Environmental and Social Safeguards requirements and adheres to the UNDP SES Policy.
  • Ensure that social and environmental grievances are managed effectively and transparently in accordance with the project's Grievance Redress Mechanism (GRM).
  • Review the Social and Environmental Screening Procedure (SESP) annually and update the corresponding risk log and mitigation/management plans as necessary.
  • Ensure full disclosure and effective communication with relevant stakeholders.
  • Oversee, develop, and coordinate the implementation of all gender-related activities.
  • Work closely with the Project Coordinator to ensure that project reporting, monitoring, and evaluation adequately address gender and environmental and social safeguard issues.
  • Ensure that gender-sensitization modules are incorporated into all project-supported training activities and support the development of these modules.
  • Verify that project training materials and activities are aligned with local family realities, promote positive attitudes toward women's roles and participation in income-generating activities and household financial management, and respect communities' ethnic diversity, women's time availability, and cultural practices.
  • Ensure that all guidelines, standards, and incentives revised and/or developed under the project incorporate gender considerations.
  • Ensure the meaningful participation of women in all project-related activities.
  • Support the collection and analysis of sex-disaggregated and gender-specific data.
  • Ensure that the project supports women's groups interested in livelihood development initiatives.
  • Serve as a resource person for the project's mid-term review and terminal evaluation.
  • Contribute to annual project reviews and prepare analytical reports, lessons learned, and other knowledge management products.
  • Prepare relevant document to support project site visits and learning missions.
  • Conduct field visits as required to assess project progress on the ground and validate reported results.

  • Gender equality, gender mainstreaming, or GEDSI (Gender Equality, Disability, and Social Inclusion); Environmental and Social Safeguards (ESS) implementation; Social impact assessment and community development in rural areas for 5 years as a minimum
  • Development projects, preferably in: Nature-based Solutions (NbS); Forestry, biodiversity conservation, watershed, or landscape management; Climate change adaptation and resilience projects for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Developing Gender Action Plans and Gender Mainstreaming Strategies; Implementing social and environmental safeguard frameworks; Conducting stakeholder consultations, including with vulnerable groups and Indigenous Peoples; Community engagement and participatory rural development approaches.
  • Experience working with: Government agencies, particularly the Ministry of Environment; UN agencies (e.g., UNDP, FAO, and UNEP) and/or GEF-funded projects and DP is an asset.
  • Demonstrated ability to: Design and implement safeguard tools, checklists, and monitoring systems; Integrate gender considerations into project design, monitoring and evaluation (M&E) frameworks, and reporting; Conduct social, gender, and environmental risk assessments; Deliver training and capacity-building activities for government and community stakeholders.

The scope of work for the intern is to provide practical learning opportunities for students or recent graduates in environmental management, Climate Change,water resources, natural resource management, , or related fields, while supporting the project team in implementing activities related to nature-based solutions and community development. the intern will support the following tasks:

Duties & Responsibilities:
  • Contribute to ecosystem service valuation, climate-resilient restoration research, and the development of knowledge products to support evidence-based decision-making.
  • preparing communication materials for trainings, workshops, field missions, and public outreach activities, including reports, presentations, speeches, talking points, social media content, and website updates.
  • Assist in filing and maintaining project documentation, including meeting minutes, reports, and presentations.
  • Support the preparation of communication materials, such as brief reports, case studies, and success stories.
  • Assist in compiling information for knowledge products, awareness-raising materials, and project communications.
  • Support the translation and review of documents, as required (English–Khmer).
  • Contribute to documenting lessons learned and best practices from project activities.
  • Maintain proper financial records, payment vouchers, petty cash, accounting files, and supporting documentation in accordance with donor, UNDP, and audit requirements
  • Support daily administrative operation of the project office, including filing, document management, office supply management, and maintaining administrative records;
