Health Poverty Action (HPA): is an international development organization dedicated to improving the health and well-being of poor and marginalized communities. HPA focuses on reaching groups that are often underserved, using culturally appropriate approaches to address the specific needs of Indigenous people, ethnic minorities, migrants, and other mobile or hard-to-reach populations. By building strong relationships and fostering collaboration between health staff and communities, we work to deliver effective, sustainable health interventions. HPA is active in 16 countries across Asia, Africa, and Latin America, with programs that address a range of health priorities, including malaria, HIV/AIDS, Tuberculosis (TB), maternal and child health, health system strengthening, health education, food security and nutrition, water and sanitation, and gender-based violence. In Cambodia, where HPA has been working since 1991, the organization has focused on improving health outcomes by addressing the disease burden and management of malaria, tuberculosis, hepatitis, and COVID-19.

Position Summary

The position is for 1 Lao National | 1 Vietnamese National

The Communication & Media Production Officers will support Project ARISE+, a regional initiative strengthening health security and resilience across Cambodia, Lao PDR, and Viet Nam through a One Health approach. The project recognizes that human health is closely connected to our surroundings and everyday living conditions.

As part of the project, the Mekong One Health Institute (MOHI) is a digital learning, communication, and community engagement initiative that translates complex One Health knowledge into simple, practical, and community-friendly information, contributing to the vision that One Health becomes common sense.

The officers will develop engaging One Health content, support digital learning and communication, and contribute to the Community One Health Guardians initiative through Guardian engagement, learning materials, communication, and documentation of community actions.

The positions will initially be based in HPA’s Cambodia office in Phnom Penh. Subject to project availability and implementation arrangements, there may be opportunities for longer-term placement in HPA’s Lao PDR or Viet Nam office during the project period to support ongoing regional implementation.

We are recruiting two positions: one Lao national and one Vietnamese national. We are looking for enthusiastic, proactive, flexible, and creative individuals interested in health, communication, digital media, storytelling, and community engagement.

Duties & Responsibilities:
  • Content, Communication & Campaigns
  • Develop engaging content for Facebook, TikTok, YouTube, Telegram, and other relevant platforms.
  • Produce captions, scripts, articles, videos, graphics, photos, IEC materials, and promotional content.
  • Translate technical One Health information into simple, accurate, and practical messages for public, community, and stakeholder audiences.
  • Adapt content for different audiences, literacy levels, platforms, and Lao or Vietnamese cultural contexts.
  • Support digital awareness campaigns, learning content, and other project communication activities.
  • Participate in project events and activities to capture photos, videos, interviews, stories, and other communication materials.
  • Ensure content is accurate, culturally appropriate, accessible, and aligned with project objectives, risk communication approaches, safeguarding requirements, and branding and marking guidelines.
  • Perform other communication-related tasks as required to support program implementation.
  • Communicate with HPA project team in Lao PDR and Viet Nam respectively for country specific technical and contextual support.
  • Maintaining working knowledge of national One Health frameworks, policies, and action plans in Lao PDR and Viet Nam to ensure the communication messages align with respective government priorities.
  • Social Media Management
  • Manage MOHI’s social media platforms and content calendar.
  • Schedule, publish, and monitor digital content.
  • Monitor comments, messages, questions, audience engagement, and emerging trends.
  • Respond to audiences professionally and appropriately.
  • Track performance and identify opportunities to strengthen reach, engagement, participation, and project visibility.
  • Community One Health Guardians Support
  • Support regular communication and engagement with Community One Health Guardians.
  • Assist in preparing learning materials, refresher content, practical scenarios, and communication tools.
  • Support online learning, discussion, and engagement activities.
  • Communicate Guardian roles, good practices, and reporting guidance clearly and consistently.
  • Document Guardian activities, achievements, community actions, and lessons learned.
  • Develop stories and communication materials highlighting Guardian contributions and community-level action.

Expected Profile of Candidates
Languages:
  • Lao - Fluent
  • Vietnamese - Fluent
  • Khmer - Fluent is preferred
  • English - Fluent is preferred
Qualifications:
  • Bachelor's Degree in Public Health, Communications, International Relations, Environmental Studies, Development Studies, Social Sciences, or another relevant field
Skills & Knowledge:
General & Technical Skills
  • Two positions are available: one for a Lao national and one for a Vietnamese national. Candidates must have excellent proficiency in Lao or Vietnamese, respectively.
  • Current residence in Phnom Penh is strongly preferred.
  • Strong proficiency in English; Khmer language is an advantage.
  • Fresh graduates with strong potential, creativity, and enthusiasm are encouraged to apply.
  • Strong interest in One Health, public health, environmental and social issues, storytelling, social media, and community engagement.
  • Experience in content creation, social media management, video production, digital communication, or community engagement is an advantage.
  • Basic to intermediate skills in video editing and graphic design.
  • Familiarity with Canva, CapCut, Adobe Premiere Pro, Photoshop, Illustrator, or similar tools.
  • Familiarity with AI tools for content creation, research, writing, image/video generation, or translation.
  • Ability to translate technical information into simple and understandable messages.
Soft Skills
  • Strong communication, teamwork, creativity, and interpersonal skills.
  • Proactive, responsible, fast-learning, flexible, and adaptable to changing project needs.
  • Willingness and flexibility to travel or potentially undertake longer-term placement in Lao PDR or Viet Nam during the project period.
