The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia's Economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 275 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive, and Tourism amount 48.91 million USD worth of training grants for 92,426 trainees (33% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include 4% dropout, 88% employment, 85% employers' satisfaction, the salary of graduate average of $246. This demand-driven model has strongly been welcomed by the market and development partners and has proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.

With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Directors comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received funding from the Royal Government of Cambodia, and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market to meet the needs of the economy and private sector as well as generate better and higher-value-added jobs for Cambodian citizens.

Position Summary

Division: Communication and Engagement Division (CED)

The Communication Coordinator supports the Communication Team Leader in delivering day-to-day communication activities, including content development, PR and media coordination, multimedia production, digital campaigns, and stakeholder engagement. The role helps ensure consistent, high-quality communication that strengthens SDF’s visibility and credibility.

Duties & Responsibilities:
  • Content Development & Editorial Support:
  • Draft, edit, and finalize press releases, articles, speeches, social media content, and other communication materials.
  • Ensure consistent messaging, tone, and branding, and translate or adapt content between Khmer and English as required.
  • PR, Media & Digital Communication:
  • Monitor media coverage and digital engagement, and provide insights for improvement.
  • Support the implementation of PR campaigns and communication plans across traditional and digital media.
  • Prepare media materials and coordinate with journalists, media outlets, and partners.
  • Coordinate content across SDF’s social media and digital platforms.
  • Video Production & Multimedia Content:
  • Develop concepts, storylines, and scripts for videos, interviews, and multimedia content.
  • Coordinate filming and post-production to showcase SDF programmes, beneficiaries, and impact.
  • Support SDF’s podcast development and production by coordinating topics, guests, schedules, scripts, and recording arrangements.
  • Ensure podcast content aligns with SDF’s communication priorities.
  • Stakeholder Coordination & Representation:
  • Coordinate with internal teams to gather information and support engagement with external stakeholders, including partners and media.
  • Represent SDF at relevant meetings, workshops, and events when assigned by the Communication Team Leader or supervisor
  • Undertake other tasks as assigned by line supervisor in support of SDF objectives
Expected Profile of Candidates
Languages:
  • English - Fluent
  • Khmer - Fluent
Qualifications:
  • Bachelor's Degree in Communications, Journalism, PR, Marketing, International Relations, or a related field as a minimum
Work History:
  • Experience in communications, PR, content development, or journalism (preferably in government, development, international, or corporate settings) for 3 to 5 years
Skills & Knowledge:
General & Technical Skills
  • Professional proficiency in Khmer and English, including translation and editorial writing.
  • Strong writing, editing, and storytelling skills.
  • Knowledge of multimedia, digital media, and AI productivity tools.
  • Understanding of brand consistency and content strategy.
Soft Skills
  • Strong coordination and time management.
  • Effective stakeholder communication.
  • High attention to detail.
  • High ethical standards and professionalism.
