Commercialization of Aquaculture for Sustainable Trade (CAST) Cambodia will increase domestic aquaculture productivity and capacity to build domestic demand for Cambodia-grown, quality-assured fish that achieve price premiums in the marketplace. This project will catalyze Cambodian aquaculture on a path toward larger market share in existing and future domestic and regional premium markets and will increase net incomes for sector stakeholders throughout the value chain. CAST’s theory of change is premised on the idea that aquaculture SMEs are best placed to drive commercial growth in the aquaculture sector – both to produce a consistent supply of quality fish and to drive market demand for quality-assured inputs and support services. CAST’s ten activities will address five overarching challenges: (1) low productivity of commercial aquaculture operations; (2) lack of high-quality inputs (such as feed and seed) in the marketplace; (3) weak market linkages for quality Cambodian-sourced fish; (4) underdeveloped small and medium enterprises in aquaculture and supporting industries; and (5) weak supporting policy environment. The activity design reflects a facilitative approach and four key levers of change: (1) improved market linkages for accessible affordable inputs and better access to premium markets, (2) knowledge platforms to improve access to information and support decisions throughout the value chain, (3) collective action to improve transactional efficiencies and market access, and, (4) improved enabling environments via a strong private sector-driven approach that leverages public-private partnerships. CAST is led by the American Soybean Association’s (ASA) World Initiative for Soy in Human Health program (WISHH) in partnership with Auburn University, Kansas State University and World Vision.

Duties
  • Develop a written communications and outreach plan that:
  • Reviews CAST’s related documents, analyzes and clarifies roles and responsibilities for communications across CAST and its implementing partners and ASA/WISHH.
  • Identifies strategic opportunities and obstacles for communications over the life of the five-year CAST project as well as for continued long-term engagement by stakeholders after CAST concludes.
  • In coordination with ASA/WISHH, develop strategic communication and implementation strategies for communication-related issues and donor results content that supports CAST objectives and aligns with ASA and WISHH missions.
  • Assists in the development of a communications processes, including a calendar, to identify and execute communications plans and events consistent with CAST/ASA/WISHH brand identities.
  • Helps to establish a positive brand identity for quality Cambodian-raised fish across consumers and stakeholders.
  • Develop, with the executive team, media strategies, to refine and communicate key messages.
  • Provides guidance and preparedness for crisis management.
  • Recommends online platform management and content, including content creation and the methods for managing social media platforms suitable for the objective of dissemination and interaction with the stakeholders.
  • Recommends communications tools and activities to measure the impact on achieving the overall communications objectives.
Requirements
  • Education:
  • At least Bachelor’s degree in public relations, communications, journalism or marketing.
  • Experience:
  • At least 10 years’ experience in areas such as organizational or corporate public relations, reporting, communications.
  • Knowledge of the Microsoft Word and media related tools is a must.
  • Professional level of written and verbal communication in English
  • Capabilities - Must Have
  •  Ability to think strategically and provide solid counsel through one-on-one communications as well as in written formats for long-term implementation by others following completion of the consultancy;
  • Ability to work and communicate with diverse people to ensure effective internal and external relationships;
  • Finely honed interpersonal skills with ability to work with different clients, stakeholders and partners, and to deliver under pressure and tight deadlines;
  • Ability to manage time effectively, work independently, and exercise good, sound judgment
  • Highly motivated, innovative, organized, accurate, detail oriented with strong written and oral communication skills in English and Khmer;
  • Must be able to distill technical or academic information into readable and engaging content for social media, reports, presentations and other communications;
  • High degree of organization, punctuality and commitment;
  • Exhibit integrity, judgment and discretion along with a professional demeanor and interpersonal style that elicits trust from colleagues, funders, elected and appointed government officials, as well as local partners;
