Sipar is a French NGO created in 1982 to support Cambodian and Southeast Asian refugees in France. From 1986, Sipar began working directly with refugees in camps along the Thai-Cambodian border, developing educational activities. In 1991, following the return of refugees to Cambodia, Sipar established its operations in the country at the request of the Cambodian Ministry of Education.

For more than 40 years, Sipar has worked in Cambodia to promote reading, access to books and quality non-formal education, particularly for children, young people and communities with limited access to educational resources.

Today, Sipar works across Cambodia through mobile libraries, school and community libraries, literacy and reading activities, youth empowerment and career guidance, and education programmes in prisons. Its mobile libraries reach remote and underserved communities, from rural areas in Ratanakiri to floating communities on the Tonle Sap and brick factory communities around Phnom Penh. Sipar also works with rural secondary school students through libraries, career guidance, life-skills and youth empowerment activities, and brings books and learning opportunities into Cambodia's prisons.

Publishing has been part of Sipar's work since 2000, when the organisation launched a publishing programme to develop quality books in Khmer. In 2023, this activity became a separate commercial entity, Sipar Publishing, while remaining part of the Sipar family and continuing to develop and distribute books for children and young readers in Cambodia

Communication Assistant

Position Summary

Native Khmer speaker.

Start date : End of September / first week of October 2026

Sipar is seeking a creative, proactive and versatile Communication Assistant to support the Communication & Fundraising Manager in implementing the organisation's communication activities. The position covers content creation, social media, photography and video production, field reporting, events, media relations and audience engagement.

The role combines office-based work with regular field missions. The Communication Assistant will join Sipar's programme teams in schools, communities, mobile libraries and other project locations to take photos and videos, collect testimonies and information, and produce content for Sipar's communication channels. The position also involves working with other teams to create communication materials, covering events and official meetings, responding to audience enquiries, and maintaining communication resources such as the photo, video and testimonials databases.

The Communication Assistant may occasionally be required to work during public events or weekends, including to cover events, assist with MC duties in Khmer, or represent the Communication team when the Communication & Fundraising Manager is unavailable. The position is under the direct supervision of the Communication & Fundraising Manager and involves regular collaboration with Sipar's programme teams, management, and, when relevant, the Sipar Publishing teams.

Working conditions

The position combines office work in Phnom Penh with regular travel to Sipar's project locations. The candidate must be comfortable working in the field and with different project teams.

Some public events, such as the National Book Fair, may require occasional evening or weekend work. Weekend work will be compensated with time off in lieu, in accordance with Sipar's internal arrangements.

Duties & Responsibilities:
  • Content & digital communication
  • Create and edit photo, video and written content for Sipar's communication channels.
  • Participate in field visits to document activities, collect stories, interviews and testimonies.
  • Manage and update Sipar's social media content calendar and publications across Facebook and YouTube.
  • Respond to comments, messages and enquiries and redirect them to the appropriate team when necessary.
  • Work with the Bookshop team on enquiries related to books, orders and events.
  • Maintain Sipar's photo, video, testimonials and communication databases.
  • Projects, events & media
  • Work with project teams to identify communication needs and produce appropriate content and visuals.
  • Cover events, partner visits and official meetings through photography, video and social media content.
  • Assist with event organization and communication, media invitations and follow-up.
  • Maintain relationships with journalists and assist with media requests.
  • Assist with MC and event facilitation in Khmer when required.
  • General communication support
  • Produce or update communication materials such as presentations, flyers, posters, annual reports and website content.
  • Assist with proofreading and reviewing communication materials in Khmer and English.
  • Participate in team meetings and other communication-related activities as required.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in Communication, media or related field
Skills & Knowledge:
General & Technical Skills
  • Excellent writing and storytelling skills, both in Khmer and English.
  • Working knowledge of the Office Suite.
  • Knowledge of graphic design software (Canva, Photoshop, InDesign…).
  • Practical experience with social media and video production/editing.
  • Strong command of French.
  • Experience with video editing software such as Premiere Pro, Final Cut Pro, CapCut or similar.
  • Comfortable conducting interviews and collecting testimonies.
  • Experience as an MC or event facilitator in Khmer.
  • Experience working for an NGO or in the education or media sector.
Soft Skills
  • Creative, with a strong visual eye for content creation.
  • Proactive and able to work independently once priorities, objectives and guidelines have been provided.
  • Able to work collaboratively with different teams.
  • Willing and able to travel regularly to Sipar's project locations.
