Oxfam’s Cambodia, Laos and Vietnam (CLV) Cluster is looking for a Resource Mobilisation Specialist to help grow and diversify funding across the three countries. This strategic and hands-on role will strengthen donor intelligence, support early positioning, coordinate high-quality bids, and help country teams turn strong program ideas into competitive funding opportunities aligned with Oxfam’s values and social justice mandate.

ABOUT THE CLV CLUSTER: The CLV Cluster comprises three countries: Cambodia, Laos, and Vietnam. The CLV Cluster was established in 2022 as part of Oxfam’s global change process. The CLV Cluster links programs, people, funding resources and knowledge in three Mekong countries to optimize delivery of our Global Strategy Framework and the Asia Regional Strategy, and to achieve operational efficiencies.

Our Vision for the CLV Cluster is: A CLV Cluster that increases our impact on the ground, strengthens our ability to influence policy changes at country and regional levels, raises income and saves costs.

A key feature of the CLV Cluster design is a consolidated, virtual hub, with a single line management structure that reports to the CLV Leadership team, led by the CLV Director. The CLV leadership team is multi-located and provides distributed leadership for programs, business operations and business development functions

JOB PURPOSE: The CLV Resource Mobilisation Specialist provides strategic and operational leadership support to advance resource mobilisation across the Cambodia, Laos and Vietnam Cluster. The role contributes to the strategic direction, positioning and execution of the CLV Business Development Strategy, helping to grow Oxfam’s income, diversify funding sources, and strengthen partnerships aligned with Oxfam’s country, cluster, regional and global priorities.

Working across the Oxfam confederation, the post holder will support Cambodia, Laos and Vietnam to identify, cultivate and secure high-quality funding opportunities that advance Oxfam’s strategic objectives and social justice mandate. The role combines forward-looking donor intelligence, pipeline development, partner and affiliate engagement, and strategic positioning with core business development functions, including opportunity tracking, bid coordination, proposal development, donor compliance inputs, and high-quality writing support.

The CLV Resource Mobilisation Specialist will play a key role in enabling more proactive, coordinated and competitive resource mobilisation across the Cluster, while ensuring that day-to-day business development processes, bid development and proposal submissions are delivered to a high standard and in line with Oxfam’s systems, values and partnership principles.

Duties & Responsibilities:
  • Generate actionable donor intelligence and translate insights into positioning strategies, account plans and funding pipeline opportunities.
  • Support Cambodia, Laos and Vietnam country teams to cultivate donors, shape opportunities and develop strategic partnerships before formal calls are released.
  • Coordinate and write high-quality concept notes, proposals and related budgets for country-specific, multi-country and regional opportunities.
  • Manage bid processes in line with Oxfam fundraising standards, ensuring timely inputs from programme, finance, MEAL, operations and affiliate colleagues.
  • Prepare donor-facing materials, including pitch decks, capacity statements, donor briefings and other strategic engagement products.
  • Maintain resource mobilisation systems and knowledge management, including pipeline analysis, Oxfam Partnership Platform coordination, proposal quality assurance and learning from bid processes.
  • Contribute to the planning, delivery and continuous improvement of the CLV Business Development Strategy and annual plan.
Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Master's Degree in business management, international development or a related field.
Work History:
  • At least of relevant experience in business development, fundraising or resource mobilisation in international organisations, preferably in the non-profit or INGO sector for 5 years
Skills & Knowledge:
General & Technical Skills
  • Proven track record in successful fundraising and development of competitive donor proposals.
  • Excellent English writing, editing, communication and negotiation skills, with the ability to produce high-quality donor-facing materials for diverse international audiences.
  • Strong strategic thinking, judgment, self-awareness and relationship-building capability.
  • Experience working with diverse, multi-disciplinary and cross-country teams in complex organisational structures.
  • Excellent planning and coordination skills, with the ability to manage competing deadlines and ensure quality assurance across bid processes.
  • Commitment to Oxfam’s values, feminist principles, safeguarding and inclusive ways of working.
  • Willingness to travel to programme areas and across the CLV Cluster as required.
