Since 2021, Malaria Consortium has extended its support to Cambodia’s cervical cancer elimination agenda. With funding from Malaria Consortium USA and the British Embassy, Malaria Consortium Cambodia is implementing the project “Supporting Health and Equity for Rural Cervical Cancer Access in Northern Cambodia” from January 2024 to June 2026 (with possibility extension), covering Ratanakiri, Oddar Meanchey, and Stung Treng provinces.

The project aims to improve access to - and uptake of - cervical cancer screening and treatment services among hard-to-reach populations, including mobile and migrant communities, entertainment workers, and Indigenous groups across the three target provinces. It will strengthen service delivery by building the capacity of health facilities and providers to deliver high-quality screening and treatment, while improving case management, testing, referral pathways, and follow-up.

Position Summary

Position and duration of contract: 1 Clinical Mentor and Technical Advisor on Cervical Cancer (5 month from 1st June – 31st Oct 2026)

Project: Supporting Health and Equity for Rural Cervical Cancer Access in Northern Cambodia

Duty Station: Malaria Consortium (MC) Phnom Penh office, with frequent travel to project provinces and supported facilities, including:

  • Stung Treng Province: Siem Pang, Santepheap, and Chamkar Leu Health Centres, and their respective Operational Districts and Referral Hospital(s).
  • Ratanakiri Province: Lumphat and Ke Jong Health Centres, the relevant Operational Districts, and Referral Hospital(s).
  • Oddar Meanchey Province: Trapaing Prey and O’smach Health Centres, the relevant Operational Districts, and Referral Hospital(s).

Purpose of the assignment

To strengthen the capacity, confidence, and quality of cervical cancer screening and early treatment services among doctors and midwives in project areas through ongoing mentorship aligned with national guidelines and facility workflows. The specific objectives for this assignment are:

  1. Improve provider competency in screening, triage, diagnosis, infection prevention and control, counselling, and documentation.
  2. Strengthen safe delivery of early treatment services (as per national SOP and facility scope), including referral decision-making and follow-up.
  3. Improve service quality through adherence to clinical standards, mentorship-based learning, and supportive supervision.
  4. Strengthen referral pathways and coordination between health centres and referral hospitals for women with positive screening results or suspected cancer.
  5. Support the project and health system to apply practical quality improvement (QI) actions using routine service data
  6. Provide strategic technical guidance to Malaria Consortium to strengthen programme design, external engagement, and clinical decision-making.
Duties & Responsibilities:
  • Mentorship and capacity building
  • Provide a training on cervical cancer screening, HPV test, and colposcopy to the midwives, doctors and project staff.
  • Conduct regular on-site mentorship visits to designated facilities (health centres and referral hospitals). This assignment requires the consultant to provide hand-on supervision at least 2 times to each health centres, referral hospitals, operational districts, and provincial health departments1.
  • Provide hands-on coaching and bedside/clinic mentoring during service days (as appropriate) for:
  • Client counselling and informed consent
  • HPV testing workflow (including self-sampling support where applicable)
  • VIA (if included in facility package)
  • Clinical assessment and decision-making for triage and referral
  • Early treatment (within approved scope—e.g., thermal ablation/cryotherapy/LEEP if authorised and available)
  • Management of side effects/complications (within facility capacity) and appropriate referral
  • Facilitate case discussions, chart reviews, and short skills refreshers for doctors/midwives.
  • Quality assurance and supportive supervision
  • Use structured checklists to assess quality of service delivery (privacy, correct technique, documentation, client flow).
  • Provide immediate feedback and agree on facility-level action plans for improvement.
  • Support standard use of registers, reporting forms, referral documentation, and follow-up tracking.
  • Clinical governance and alignment with guidelines
  • Ensure mentoring aligns with MoH/National SOPs and supports integration into routine services.
  • Flag risks, clinical gaps, or safety concerns to the project and health authorities promptly.
  • Support development/adaptation of job aids, counselling tools, and mentoring materials as needed.
  • Coordination and reporting
  • Coordinate mentoring schedule with PHD/OD and facility leads.
  • Provide concise mentoring visit reports with findings, actions, and follow-up needs.
  • Participate in periodic review meetings with the project team and health authorities.
  • Technical Advisory Support to Malaria Consortium
  • The consultant will provide strategic and technical guidance to Malaria Consortium teams to strengthen clinical decision-making, proposal development, and external representation.

  • Provide expert advice on clinical and programmatic strategies related to cervical cancer and integrated health programming
  • Support the design and refinement of future proposals, ensuring alignment with global evidence, national policies, and best practices
  • Advise on clinical approaches, service delivery models, and innovation opportunities
  • Support to programme development and positioning
  • Contribute to the development of concept notes, technical narratives, and programme strategies
  • Review and validate technical components of proposals, particularly clinical and service delivery aspects
  • Ensure consistency between field implementation experience and strategic positioning
  • Representation and external engagement
  • Participate in, and where relevant represent Malaria Consortium in, national and sub-national Technical Working Groups and official meetings
  • Provide scientific and technical input during discussions with government and partners
  • Support Malaria Consortium’s positioning as a credible technical partner in cervical cancer and integrated health
  • Internal capacity strengthening
  • Provide ad hoc technical advice to programme teams on clinical questions and implementation challenges
  • Contribute to internal learning and knowledge sharing across projects
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Work History:
  • Clinical experience in reproductive health and/or cervical cancer screening and early treatment for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Medical doctor (OB-GYN or GP with relevant experience) or senior midwife/clinical specialist with strong experience in cervical cancer services.
  • Demonstrated competency in HPV testing and/or VIA, including counselling, infection prevention and control, and referral/follow-up management.
  • Proven experience mentoring/coaching health workers (doctors and midwives), including supportive supervision and adult learning facilitation.
  • Familiarity with Cambodia MoH guidelines and public health service delivery, or strong ability to adapt quickly.
  • Sound clinical judgement with a strong focus on patient safety and quality of care.
  • Strong documentation, reporting, and communication skills in Khmer (English preferred for reporting/coordination).
  • Maintain strict confidentiality of client information and comply with MoH data protection requirements.
  • Ensure informed consent, privacy, respectful care, and non-discrimination.
  • Follow project safeguarding and professional conduct standards.
  • Immediately report any serious clinical incidents or safeguarding concerns through the agreed channels.
  • Experience with early treatment modalities relevant to Cambodia context (e.g., thermal ablation, cryotherapy, LEEP) and referral hospital workflows.
  • Experience in quality improvement, clinical audit, or facility readiness support.
  • Prior work with MoH programmes, NGOs, or donor-funded health projects.
Soft Skills
  • Respectful, non-punitive mentorship approach and strong teamwork with government counterparts and partners.
  • Willingness and ability to travel and work in remote settings.
