GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development. 

The cluster Climate and Agrifood systems is looking for a Climate Change Advisor to support the following projects:

The EU-German project “Cambodia Partnership for Sustainable Agriculture and Food Systems” (EU-German CAPSAFE) is a co-funded project between the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ) under the Team Europe Initiative “Sustainable landscapes, forests and agriculture” and implemented by GIZ. The objective of the project is to increase the value addition, competitiveness and sustainability of cashew and pepper value chains in Cambodia. The project target provinces are: Kampong Thom, Kratie, Tboung Khmum and Kampot.

Under Output 1 the project supports the Institutional strengthening of the Ministry of Agriculture, Forestry and Fisheries (MAFF), especially the Climate Change Office, on climate change mitigation and adaptation in the agricultural sector. This includes capacity development, support in the development, implementation, reporting, monitoring of climate-related policies, strategies, plans and programs.

The project “Better Rice Initiative Cambodia” (BRIC) is a collaborative project between MAFF, IRRI, GIZ and the private sector. The BRIC project aims to enhance the livelihoods of 30,000 rice farmers by promoting sustainable, low-emission agricultural practices and modern farming communities. The project seeks to increase farmers’ incomes through improved rice production and market access, reduce greenhouse gas emissions in rice cultivation, strengthen climate resilience in rice farming systems, enable additional income opportunities through carbon markets, improve rice quality to meet international standards and diversify market access.

Position Summary

Duties & Responsibilities:
  • Steer and implement climate change mitigation and adaptation interventions for the GIZ Cluster “Climate, Energy and Just Transition,” including climate finance and carbon market components
  • Support the strategic expansion of the Cluster’s climate portfolio, including the development of high-quality concept notes
  • Provide advisory support to the Ministry of Agriculture, Forestry and Fisheries (MAFF) on climate change mitigation and adaptation, contributing to the institutional strengthening of the Climate Change Office
  • Advise MAFF on the development, implementation, reporting, and monitoring of climate-related policies, strategies, plans, and programs in the agricultural sector
  • Lead and coordinate the Cluster’s carbon market activities, including the design and establishment of financing mechanisms for voluntary carbon market initiatives and for government-to-government transfers under Article 6 of the Paris Agreement
  • Support the Cluster in policy development, advise and coordination in partnership with MAFF and MoC
  • Deliver targeted analyses and solution options on specific climate-related issues; produce concise, audience-tailored reports and deliver compelling presentations for government partners and development agencies
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in climate change, environment, natural resources or comparable qualification
Work History:
  • Professional working experience in climate change and/or climate finance at least for 5 years
Skills & Knowledge:
General & Technical Skills
  • Previous experience working on carbon markets is a strong asset
  • Profound understanding of the international and national climate change mitigation targets and mechanisms
  • Proven experience in advising ministries on climate change and proven policy advise
  • Successful submission of concept notes and proposals leading to acquisition of climate finance
  • Very good networking, moderation and facilitation skills
  • Excellent verbal and written English and Khmer language skills
  • Willingness to travel in Cambodia and to work and stay in the field
  • Excellent command of MS-Office
  • Good working knowledge of modern telecommunication systems
Soft Skills
  • Excellent communication skills facilitating collaboration to achieve joint objectives
  • Proven ability to work in a team, also in intercultural contexts
