Climate Change Adaptation Officer

Scope of Work
The Climate Change Adaptation Officer will work closely with National Project Leader and under the management of the National Project Manager at NCSD to implement the project activities on time and reach the target objectives effectively under the technical advice of the UN-Habitat team in close coordination and communication with other stakeholders and consultants involved in the project.
Duration of Work
Working closely with the National Team Leader and under the management of the National Project Manager at NCSD, and technical advice of UN-Habitat team. The Monitoring and Communication Officer will have 3 months’ probation with the potential to extend it to 1 year contract upon the budget available.
Duty Station
The Climate Change Adaptation Officer will be working at the Ministry of Environment, subject to travel to provinces. The project will cover transportation costs and DSA for related assignments in the field based on the government regulations.
- Identified and define target groups through conducting community livelihood survey/assessment likelihood adaptation development to engagement stakeholders and vulnerable households to provide climate change adaptation training;
- Exploration of livelihood diversification options and supporting of the most vulnerable households to increase income from agriculture and inland fishing with initiation of these livelihoods are completed.
- Define livelihood diversification options to increase income from agriculture and inland fishing.
- Introduce and select an appropriate options of livelihood diversification through the livelihood stakeholders’ analysis;
- Support project engagement with the private sector including their expertise, capacities, and similar experiences to align with project implementation;
- Identify the current waste management issues, practices, the types and quantities of waste generated, and needs;
- Assess, collate and analyze data on possible and potential impacts of waste on climate change in the context of Kampot and Koh Kong Provinces and recommend potential adaptation solutions;
- Prepare training materials and contents based on the training needs assessment;
- Lead the first and refresher capacity-building of provincial and sub-national level Government entities and communities on mainstreaming climate change adaptation conducted in Kampot and Koh Kong Provinces;
- Define target trainee groups and conduct training needs assessment to identify the knowledge and capacity gaps, lessons learned through past climate-resilient actions;
- Develop training reports, which would include the whole training processes, materials, gender-disaggregated data, photos, and the results of the training and other capacity development interventions on climate change adaptation and mitigation;
- Provide technical support to design, implement, and analyze climate vulnerability and risk assessments to mainstream climate change adaptation, including community-based in community/sub-national/ district development plans and promote climate change/disaster resilience in local development plans.
- Communicate closely with the sub-national level stakeholders and lead the project team to mainstream climate change adaptation into commune development plans
- Coordinate with the local authorities and stakeholders in the target province in an effective way
- Assist National Team Leader in preparing monthly, quarterly, and bi-annual project progress reports as well as output reports;
- Assist the National Team leader in coordinating with UN-Habitat to monitor and evaluate the project performance, progress, and indicators;
- Contribute to the quality assurance by producing GSSD/DCC of knowledge products related to adaptation;
- Assist National Team Leader in preparing and presenting the progress at any meeting/workshop/training when the project required;
- Assist Monitoring and Communication Officer in summarizing the knowledge and experiences of the project into knowledge products; and
- Perform other tasks that are requested by National Project Manager/National Team Leader.
- Education:
- High-level degree (Master or equivalent) in climate change; environmental sciences; development studies; urban planning and human settlements; or related fields is strongly encouraged.
- Experience and skills:
- A minimum of five years of professional practical experience in the field in climate change and environmental management issues, including at least 3 years on climate change adaptation;
- Proven capacity to develop quality knowledge products / analysis on climate change adaptation or related field;
- Experience in managing or implementing capacity development programmes for national and sub-national government officials.
- Experience working with ministries with a significant climate change adaptation portfolio in participatory and community-based activities:
- Livelihood diversification skills in conducting training and capacity building with similar project implementation;
- Ability to lead, manage and coordinate the work of a group of people and organizing, implementing training and transfer of knowledge;
- Good communication and writing skills in Khmer and English;
- Good experience in multi-stakeholder coordination, and outstanding capacity in working in multicultural context;
- Proven experience in a related field or a similar experience with NCSD/MoE on any climate change projects would be an advantage

- Language Requirements:
- Excellent command of Khmer and English (both spoken and written)
