Context and Objectives

EnergyLab works to accelerate the transition to clean energy in Cambodia and Southeast Asia. We undertake energy analysis, capacity building and stakeholder engagement to help ensure a rapid, fair and orderly transition to renewable energy.

The Royal Government of Cambodia has set ambitious clean energy targets that will see the country generate at least 70 percent of its energy from renewable sources by 2030.

The Royal Government of Cambodia has identified the diversification of its economy and the need to increase competitiveness as key priorities, particularly as it graduates from Least Developed Country Status.

The United States of America's recent determination of significant tariffs on Cambodia’s Solar Sector has drastically impacted the country’s emerging clean energy supply chain. If Cambodia is to have a stake in the clean energy global supply chain there’s a need to reconceputalise the country’s opportunities, intervention points and policy priorities.

EnergyLab is undertaking a project to understand and support the development of an export-focused clean energy technology sector. To underpin this, EnergyLab is seeking a concise assessment of the underlying economic and technical characteristics of the country related to clean energy, and an initial assessment of possible manufacturing opportunities. This research will help understand the opportunities for Cambodia to benefit from a clean energy supply chain by examining the underpinning resource and economic opportunities. .

Timeline and Deliverables

The report should be completed within 2 months with the following deliverables:

  • Inception report outlining detailed methodology
  • Draft report for each section
  • Final report incorporating stakeholder feedback
  • Executive presentation of key findings
  • Policy recommendations brief

Bidder Eligibility

  • Qualifications & Required Expertise
  • Applicants can be organisations or individuals. They are required to exhibit the following experience:
  • Master’s degree, or equivalent in energy policy, public policy, trade, economics, finance, or other energy-related field experience.
  • At least 5 years of experience in analyising clean energy supply chains and a deep understanding of the technical requirements of clean energy production processes.
  • Understanding of trade dynamics and tariffs preferred.
  • Working knowledge of Cambodia’s energy sectors is required, preferably with experience working in the private sector.

Applicants will then be invited for an interview and to further refine their proposal.

The project will be delivered in close collaboration with EnergyLab’s team, who will manage engagement with stakeholders, including the Royal Government of Cambodia, and provide logistical support, access to data, and local context.

It is anticipated that this project will require an estimated 10 to 15 working days, and international applicants are encouraged to apply.
